The CHAIRMAN. Then please insert your expenditures and your estimate for the next year.

Admiral WATT. Yes, sir. (See Appendixes V, VI, and IX.)

The CHAIRMAN. Under "Equipment" there is a large increase, and I would be glad if you would put in your hearings an itemized statement of your proportional part of that increase, showing the necessity for it and for what purpose it is to be used.

Admiral WATT. I will append to my hearings a statement of the expenditures which the committee has usually required of me. I have that ready.

The CHAIRMAN. Did you have a deficiency this year in equipment or any of your other items?

Admiral WATT. We expended under the construction and repair allotment of the Bureau of Equipment $15,505.76 more than the allotment, but that has been cared for by transfer from the unexpended balance of an allotment to another bureau.

The CHAIRMAN. Back to your bureau ?

Admiral WATT. Yes, sir.

The CHAIRMAN. To-morrow morning we will have Admiral Twining, of the Bureau of Ordnance, and we will ask Admiral Watt, to come up again, in order to take up the matter of the repair of the ship Portsmouth. Judge Raker desires to present some matters to the committee with reference to the Portsmouth, a ship of historic interest, and the department has recommended that some action be taken with reference to that and several of the other old historic ships.

Thereupon the committee adjourned to meet to-morrow, Saturday, January 4, 1913, at 10.30 o'clock a. m.

Statement of expenditures under appropriation "Construction and repair, 1912," from July 1, 1911, to June 30, 1912, per returns received to Nov. 25, 1912.

Titles D and P, repairs to such integral
parts of a ship ordinarily not transfer-
able fixtures as were objects of direct
charge to the hull of the ship, under title
A, including expenditures for additions,
improvements, and alterations in the
original construction and arrangements;
also repairs made at navy yards to arti-
cles on board ships in commission and
originally chargeable to title B.
Titles E and F (industrial) include charges

to stations on account of fixed and movable property, such as dry and other docks, wharves, hull machine shops, etc.. also movable property, such as derricks, sheers, screws, cranes, and tugs not borne upon the Naval Register. tenders, lighters, boats, etc., not belonging to a receiving or other ship but pertaining to the station proper, etc., and required for industrial purposes, cost of machinery, plant for producing or transmitting power: and appurtenances, machinery, and machine tools for manufacturing purposes.. Title G (industrial), general maintenance, includes cost of upkeep of all yard craft and other floating property used for industrial purposes, tools, machinery, appliances, etc., noted under titles E and F; also hand tools used in general shops, etc., pay of classified employees at yards and stations, and office appliances.

penses.

Services for labor and material rendered by outside parties entirely, such as supplying and installing proprietary articles or other material of special manufacture, when such method of supplying and installation is advantageous to the Government, and other miscellaneous services.. Miscellaneous obligations and public bills for labor and material and other expenditures on vessels in commission authorized by the commanding officer on account of work under the cognizance of the Bureau of Construction and Repair.. Since the total appropriation under "Construction and repair, 1913," is $8,479,144, the average monthly expenditures should not exceed $706,595, although it is necessary that the monthly allotments must be modified at different periods of the year so as to adapt it to the actual necessities of the fleet and the general overhauling and repair work at navy yards.
