on as if this Act had not passed; or (e) any act in which the enactments hereby repealed have been applied incorporated or referred to.

(5.) This repeal shall not revive any enactment, right, office, privilege, matter or thing not in force or existing at the passing of this Act.

BARBADOS.

An Act to consclidate and amend the Acts of
this Island relating to dog licenses.

E it enacted by the Goveror, Council, and

Bitsemate by this

Assembly of this Island, and by the authority of the same, as follows;

Short title.

1. This Act may be cited as License Act, 1891."

2. For the purposes of this Act, the head of the family, or in case of only one person then the person occupying the dwelling-house store, or other building, room, or place, at or in which the dog is accustomed to stay, shall be deemed the owner of the dog, unless such person shall satisfactorily prove to the contrary.

3. It shall not be lawful, for any person to keep any dog above sixty days of age, except such person shall be previously furnished with a license for that purpose, as hereinafter provided.

4. Some time in the month of February in each year, every person who may be desirous of keeping a dog shall first apply to the par ochial treasurer of his parish for a license to do so, and the said parochial treasurer is hereby directed to grant such license in the form to this section annexed, and in respect of the dog mentioned in such license the said parochial treasurer shall demand and receive at the time of granting the same the sum of five shillings; provided always that in case any person shall become the owner of a dog after the month of February, in any year and shall not have a license authorising him

to keep such dog he shall, within fourteen days, obtain a license to keep the same, and such license shall continue in force only until the month next in course for granting licenses. FORM.

5. The parochial treasurers of this Island shall for each license they shall respectively issue retain for their own use the sum of one shilling out of the fee directed to be paid for the license and the balance of the tax after payment of other expenses shall be applied for the uses of the parish, and the parochial treasurers shall receive no commission on such balance.

6. offending shall incur a penalty of twenty shillings, to be recovered in a summary manner before a police magistrate on the complaint of any person or persons, and the sum so recovered shall be applied, one moiety to the informer and the other moiety to the use of the parish in which the offender resides.

7. 8. The officers of the police force shall be and they are hereby authorized and required to kill and destroy every dog which shall, be found in any public road, street,

alley, or public place without having on a collar, with a label attached as hereinbefore provided.

Repeal.

9. The several Acts mentioned in the schedule to this Act are hereby repealed, to the extent mentioned, provided that

(1.) Any license now in force whether made under any enactment hereby repealed or not shall continue in force until otherwise provided; and

(2.) Any enactment or document referring to any Act or enactment hereby repealed shall be construed to refer to this Act or to the corresponding enactment in this Act. (3.) This repeal shall not affect (a.) the past operation of any enactment hereby repealed nor any thing duly done or suffered under any enactment hereby repealed; or

(b.) any right, privilege, obligation, or liability acquired, accrued or incurred under any enactment hereby repealed; or

(c.) any penalty, forfeiture or punishment incurred in respect of any offence committed against any enactments hereby repealed; or

(d) any investigation, legal proceeding or remedy in respect of any such right, privilege, obligation, liability penalty forfeiture or punishment as aforesaid; and any such investigation, legal proceeding and remedy may be carried on as if this Act had not passed; or

(e) any Act in which the enactments hereby repealed have been applied, incorporated or referred to.
