Atlantic Community, and in this connection the constant scrutiny of the economic positions of the member countries in regard to the defence effort.

c. The study of the overall financial aspects of defence by country, within the framework of the plans laid down by the military authorities, and the national defence budgets; and the analysis and estimate of the cost by services of the defence programmes (Annual Reviews).

d. Lastly, the organization and direction of the statistical studies required to assess the NATO defence effort.

The Division of Production, Logistics and Infrastructure

This Division is directed by the Assistant Secretary General for Production, Logistics and Infrastructure, and has the following responsibilities:

a. The promotion of the most efficient use of the resources of the Alliance for the equipment and support of its forces. This task especially involves:

The study of problems concerning the standardization of weapons and equipment, their development and production and their supply and maintenance within the framework of the defence plans of the Alliance; wherever possible, solutions are sought on a co-operative basis between interested nations.

- The organization of exchanges of information connected with these problems. - The study of logistic problems including the operation of the NATO Pipeline System, the NAMSO, etc.

b. To assure technical and financial supervision of the infrastructure programme. This supervision is exercised by the Infrastructure Committee and the Infrastructure Payments and Progress Committee.

In addition, the Division takes part in the Triennial Review and the intermediate Annual Reviews of these programmes.

The Division of Scientific Affairs

The tasks of the Assistant Secretary General for Scientific Affairs are:

a. To advise the Secretary General on scientific matters of interest to NATO.

b. To preside over the Science Committee.

c. Between meetings of the Science Committee, to make the necessary preparations for future meetings and to implement their decisions.

d. To direct the activities of the Working Groups created by the Science Committee. e. To ensure liaison in the scientific field with the military and civil authorities of NATO, as well as with such authorities in member countries as are responsible for the implementation of scientific directives, and also with other international organizations having scientific affiliations.

The Office of the Executive Secretary

The Executive Secretary acts as Secretary to the Council and ensures co-ordination of the activities of the NATO Committees.

The Office of the Executive Secretary provides the necessary secretariat for these Committees and also attends to the production of the various records, reports and other documents vital to their work.

The Civil Emergency Planning Office comes under the supervision of the Executive Secretary.

The Civil Emergency Planning Bureau, the Security Bureau and the Technical Adviser to the Committee for European Airspace Co-ordination also come under the supervision of the Executive Secretary.

The Civil Emergency Planning Bureau

This Office is directed by the Senior Civil Defence Adviser, who is responsible for the general co-ordination of all activities undertaken within the framework of civil emergency planning in time of war. He also provides technical assistance and advice on all matters concerned with civil defence and assists national civil defence services.

The Office of Administration and Personnel

This Office is directly under the Secretary General. The Director of Administration and Personnel is responsible for the general administration of the International Staff, as well as for the preparation of the budget.

The Service of the Financial Controller

This independent Service is headed by the Financial Controller, who is appointed by the Council and is responsible for the control of expenditures within the framework of the budget.

NATO PRODUCTION AND LOGISTICS ORGANIZATIONS

Within the last few years, the Council has created a number of subsidiary bodies each responsible for certain specific tasks:

Organization of the NATO Pipeline System in the Central Europe Region This Organization, which was created by the Council in 1957, is directed by the Central Europe Pipeline Policy Committee (CEPPC) and the Central Europe Pipeline office (CEPO). The executive body is the Central Europe Operating Agency (CEOA) which has its headquarters near Versailles in France. This Agency is responsible for the operation of the network of pipelines, the construction of which was decided upon in 1952 in response to the request of the Supreme Allied Commander Europe, to ensure the supply of fuel to NATO's land and air forces in Central Europe.

NATO Maintenance and Supply Organization (NAMSO)

This system, consisting of a Board of Directors and an Agency (NAMSA), was created by the Council in 1958 in order to provide a common system for the supply of spare parts for the forces of NATO countries.

A NATO Supply Centre (NSC) has been set up at Chateauroux in France to assist the Agency and NATO member countries in carrying out their supply commitments, by providing the maximum assistance in this field at the lowest possible cost.

HAWK Production Organization

This Organization, created in June 1959, groups the five countries which are concerned with the European production of the HAWK missile (Belgium, France, the Federal Republic of Germany, Italy and the Netherlands).

This supersonic ground-to-air missile was developed in the United States, who provided the necessary technical assistance for its manufacture in Europe. Five companies - one from each country formed an international consortium, SETEL (Société Européenne de Téléguidage) which, on behalf of the five governments, is responsible for the control of production. Each company makes various parts of the missile.

NATO F-104G STARFIGHTER Production Organization

In June 1961, an organization consisting of representatives from Belgium, the Federal Republic of Germany, Italy and the Netherlands, which had been created in 1960 for the co-ordinated production of the United States F-104G Starfighter aircraft in Europe, was given the status of a NATO subsidiary body.

The United States Government, through its Military Assistance Programme, participates in the production of this aircraft, which is a multi-purpose machine intended to meet several military requirements.

The full complement of aircraft for operational squadrons will run into several hundreds, thus making this programme the largest co-operative effort so far undertaken in the production of armaments for the common defence of the Alliance. The Organization has its headquarters at Koblenz in Germany.

NATO SIDEWINDER Production Organization

In January 1962, an organization consisting of representatives from Belgium, Denmark, the Federal Republic of Germany, Greece, the Netherlands, Norway, Portugal and Turkey, which had been created towards the end of 1959 for the co-ordinated production of the Sidewinder missile in Europe, was given the status of a NATO subsidiary body.

This air-to-air missile was developed in the United States, who provided the necessary technical assistance for its manufacture in Europe.

The Organization has its headquarters at Oberuhldingen in Germany.

NATO BULLPUP Production Organization

This Organization, set up by the North Atlantic Council in May, 1962, groups the four countries which are concerned with the European production of this United States air-to-surface missile (Denmark, Norway, Turkey and the United Kingdom).
