PREFACE

TO THE THIRD EDITION.

THE death of the original Compiler of the Index to the Statutes rendered it necessary that the preparation of a Third Edition should be entrusted to strange hands.

Having frequently borne testimony to the great accuracy and value of the work, and having long used it and noted up the alterations and additions made in every Session of Parliament, I readily responded to the invitation of the Publisher to undertake the task. I hope it will be found that I have strictly carried out the original design, by combining accuracy with brevity. An addition of about seventy pages has sufficed to comprise the legislation of the nine years that have elapsed since the last Edition, notwithstanding that in several instances it has been thought right to retain the original reference to Statutes subsequently repealed, because it is often not only interesting but useful to see the progress of legislation on particular subjects.
