cognizance and jurisdiction of the Director of Commerce of the Government of Guam or such other officer of the Government as the Governor of Guam may determine.

Section 10. (a) For the purpose of securing self-supporting operation of the Commercial Port of Guam, there is hereby established a fund to be known as the "Commercial Port of Guam Fund,” which shall be maintained separate and apart from any other funds of the Government of Guam, and independent records and accounts shall be maintained in connection therewith.

(b) The Treasurer of Guam is hereby authorized to transfer to the Commercial Port of Guam Fund from otherwise unappropriated funds in the Treasury of Guam a sum of one hundred thousand dollars ($100,000.00) which shall constitute the initial operating capital of said Fund.

(c) All monies received by the Commercial Port of Guam from whatever source derived shall be deposited in said Commercial Port of Guam Fund. All debts, liabilities and obligations, and operating expenses of the said Commercial Port, including the payment of any claims arising from its operation, shall be paid from said Fund.

(d) The Director of Commerce or such other officer of the Government who has cognizance and jurisdiction over the Commercial Port of Guam shall monthly render to the Governor a statement reflecting the financial condition of the Commercial Port of Guam Fund and a financial statement of operations of said Commercial Port for the period covered. The Treasurer of Guam shall periodically audit the accounts and records of said Commercial Port of Guam Fund and render a report thereon to the Governor.

(e) The Governor of Guam is authorized to direct, from time to time, as he may deem proper, the transfer to the General Fund of the Treasury of Guam any monies of said Commercial Port of Guam Fund not necessary to the operation of the Commercial Port. The first one hundred thousand dollars ($100,000.00) so transferred to the General Fund of the Treasury shall be deemed a return of the initial operating capital advanced to said Fund.

Section 11, The Governor of Guam is hereby authorized to establish a schedule of pay and allowances for members of the Guam Militia, for active duty and for drill and training, as he may deem necessary and appropriate, and to establish rules and regulations in connection there. with.

Section 12. This Act shall become effective upon approval by the Governor.

AN ACT To establish a standard schedule of rates of basic compensation for officers

and employees of the Government of Guam; to provide an equitable system for fixing and adjusting the rates of basic compensation of employees

of the Government; and for other purposes. Be it enacted by the Guam Congress:

GENERAL PROVISIONS Section 1. TITLE OF ACT. This act shall be known and may be cited as the Compensation Law.

Section 2. PURPOSE. It is the purpose of this Act to provide a plan for classification of positions and rates of basic compensation for such positions.

Section 3. COVERAGE. This Act shall apply to all positions, officers, and employees of the Government of Guam except those whose compensation is fixed by Public Law 630, Eighty-First Congress of the United States, approved August 1, 1950 (Organic Act of Guam).

Division I - Pay Plan

Section 4. PAY RANGE SCHEDULE. There is hereby established the following pay range schedule for positions to which this Act applies and which is divided into 55 pay ranges. The rates of basic compensation with respect to officers, employees, and positions to which this Act applies shall be in accordance with the schedule of per annum rates contained in said pay range schedule. Provided, however, that for all officers, employees, and positions designated in this Act as UNGRADED, Steps “D”, “E”, and “F” shall not apply.

Section 5. Step Increases. The step increases within the pay ranges provided for in the pay range schedule fixed by Sec. 4 of this Act shall be made in accordance with applicable rules and regulations.

Section 6. Assignment of classes of positions to pay ranges; Classified Service. The classes of positions set forth herein shall constitute the classified service and are hereby assigned to the pay ranges established in Sec. 4 of this Act as follows:
