excess of all other manner of punishment in this act provided for a violation of the provisions of this section. All officers authorized to make arrests for a breach of the peace shall have like power to make arrests under the provisions of this section as in other cases of a breach of the peace.

AN ACT to divide the State of Michigan into eleven congressional districts. Approved March 14, 1882.

(152.) § 70. SECTION 1. The People of the State of Michigan enac, That this State shall be divided into eleven congressional districts pursuant to a ratio of representation fixed by an act of Congress, for the year eighteen hundred and eighty-two (1882), for the apportioning anew the representatives among the several counties, and each district shall be entitled to elect one represen- . tative, the districts to be constituted of the several counties, and numbered as follows, to-wit:

First, The first district shall consist of the county of Wayne; Second, The second district shall consist of the counties of Monroe, Lenawee, Hillsdale and Washtenaw;

Third, The third district shall consist of the counties of Jackson, Calhoun, Branch, Barry, and Eaton;

Fourth, The fourth district shall consist of the counties of Berrien, Cass, St. Joseph, Kalamazoo, and Van Buren;

Fifth, The fifth district shall consist of the counties of Allegan, Kent, Ottawa, and Ionia;

Sixth, The sixth district shall consist of the counties of Clinton, Ingham, Livingston, Genesee, and Oakland;

Seventh, The seventh district shall consist of the counties of Macomb, St. Clair, Lapeer, Sanilac, and Huron;

Eighth, The eighth district shall consist of the counties of Shiawassee, Saginaw, Gratiot, Montcalm, Isabella, and Midland; Ninth, The ninth district shall consist of the counties of Muskegon, Oceana, Newaygo, Mecosta, Osceola, Lake, Mason, Manistee, Wexford, Charlevoix, Missaukee, Antrim, and Kalkaska;

Tenth, The tenth district shall consist of the counties of Tuscola, Bay, Glad win, Clare, Roscommon, Ogemaw, Iosco, Crawford, Oscoda, Alcona, Alpena, Montmorency, Otsego, Presque Isle, Cheboygan, and Emmet;

Eleventh, The eleventh district shall consist of the counties of Grand Traverse, Benzie, Leelanaw, Manitou, Mackinac, Chip

pewa, Schoolcraft, Delta, Menominee, Marquette, Houghton, Baraga, Keweenaw, Isle Royal, and Ontonagon.

(153.) The judicial circuits of the State are constituted as follows by acts now in force:

I. Counties of Hillsdale and Lenawee.

II. Counties of Berrien and Cass.

By the act of April 8, 1851, Laws of 1851, p. 242, the State was divided into ten judicial circuits. By subsequent acts the number of circuits has been increased to twentyeight. It is not deemed necessary to give these acts in full but only the circuits as at present constituted. The general provisions relating to the election of circuit judges will be found in chapter IX of this compilation. The several acts passed subsequent to the act of April 8, 1851, creating and reorganizing judicial circuits, contain the following provisions, except as noted below: "The said election for circuit judge shall be conducted and returns made as provided by law for the election of judges for the several judicial circuits of this State; and the State canvassers shall without delay, on receipt of the certified statement of the votes given in the said counties, proceed to canvass said votes and deliver to the person elected a copy of their determination, as required by law, and no person shall hold the office of circuit judge of said judicial circuit unless he shall be a resident thereof."

The act of March 19, 1863, contains only the first clause of the section above quoted, while a number of the acts omit the last clause of the section, relating to residence. A reference to the various acts may be necessary in cases where the question of residence may arise.

SENATORIAL DISTRICTS.

AN ACT for the apportionment of Senators in the State Legislature.

(154.) SECTION 1. The People of the State of Michigan enact, That this State shall be and is hereby divided into thirty-two Senate Districts (each district to be entitled to one Senator), which shall be constituted as follows, viz.:

First District-The first district shall consist of the fifth, seventh, ninth, eleventh, thirteenth, and fifteenth wards of the city of Detroit, county of Wayne, and the townships of Hamtramck and Grosse Point, in said county, and election returns shall be made to the county clerk's office in the county of Wayne; Second District-The second district shall consist of the first, second, third fourth, and sixth wards of the city of Detroit, and the townships of Greenfield, Redford, Livonia, and Plymouth, county of Wayne, and the election returns shall be made to the county clerk's office in the county of Wayne;

Third District-The third district shall consist of the eighth, tenth, twelfth, fourteenth, and sixteenth wards of the city of Detroit, and the townships of Springwells, Dearborn, Nankin, Canton, Van Buren, Romulus, Taylor, Ecorse, Sumpter, Huron, Brownstown, and Monguagon, and the city of Wyandotte, county of Wayne, and the election returns shall be made to the county clerk's office in the county of Wayne;

Fourth District-The fourth district shall consist of the counties of Washtenaw and Monroe, and the election returns shall be made to the clerk's office in the county of Washtenaw;

Fifth District-The fifth district shall consist of the county of Lenawee;

Sixth District-The sixth district shall consist of the counties of Jackson and Hillsdale, and the election returns shall be made to the county clerk's office in the county of Hillsdale;

Seventh District-The seventh district shall consist of the counties of Branch and Calhoun, and the election returns shall be made to the county clerk's office in the county of Calhoun;

Eighth District-The eighth district shall consist of the coun

ties of St. Joseph and Kalamazoo, and the election returns shall be made to the county clerk's office in the county of Kalamazoo; Ninth District-The ninth district shall consist of the counties of Berrien and Cass, and the election returns shall be made to the county clerk's office in the county of Berrien ;

Tenth District-The tenth district shall consist of the counties of Van Buren and Allegan, and the election returns shall be made to the county clerk's office in the county of Allegan;

Eleventh District—The eleventh district shall consist of the counties of Barry and Eaton, and the election returns shall be made to the county clerk's office in the county of Eaton;

Twelfth District-The twelfth district shall consist of the counties of Shiawassee and Ingham, and the election returns shall be made to the county clerk's office in the county of Ingham;

Thirteenth District—The thirteenth district shall consist of the counties of Livingston and Genesee, and the election returns shall be made to the county clerk's office in the county of Genesee;

Fourteenth District-The fourteenth district shall consist of the county of Oakland;

Fifteenth District-The fifteenth district shall consist of the counties of Macomb and St. Clair, and the election returns shall be made to the county clerk's office in the county of St. Clair;

Sixteenth District-The sixteenth district shall consist of the counties of Sanilac and Lapeer, and the election returns shall be made to the county clerk's office in the county of Lapeer;

Seventeenth District-The seventeenth district shall consist of the counties of Huron and Tuscola, and the election returns shall be made to the county clerk's office in the county of Tuscola; Eighteenth District-The eighteenth district shall consist of the county of Saginaw;

Nineteenth District-The nineteenth district shall consist of the counties of Clinton and Ionia, and the election returns shall be made to the county clerk's office in the county of lonia;

Twentieth District-The twentieth district shall consist of the county of Kent;

Twenty-first District-The twenty-first district shall consist of the counties of Muskegon and Ottawa, and the election returns shall be made to the county clerk's office in the county of Ottawa; Twenty-second District-The twenty-second district shall consist of the counties of Mason, Lake, Newaygo and Oceana, and the election returns shall be made to the county clerk's office in the county of Newaygo;

Twenty-third District-The twenty-third district shall consist of the counties of Mecosta and Montcalm, and the election returns shall be made to the county clerk's office in the county of Montcalm;

Twenty-fourth District-The twenty-fourth district shall consist of the counties of Gratiot, Midland, Gladwin, Clare, and Isabella, and the election returns shall be made to the county clerk's office in the county of Isabella;

Twenty-fifth District-The twenty-fifth district shall consist of

the counties of Arenac and Bay, and the election returns shall be made to the county clerk's office in the county of Bay;

Twenty-sixth District-The twenty-sixth district shall consist of the counties of Oscoda, Ogemaw, Alpena, Alcona, and Iosco, and the election returns shall be made to the county clerk's office in the county of Iosco.

Twenty-seventh District-The twenty-seventh district shall consist of the counties of Montmorency, Presque Isle, Roscommon, Missaukee, Kalkaska, Crawford, Otsego, and Cheboygan, and the election returns shall be made to the county clerk's office in the county of Cheboygan;

Twenty-eighth District-The twenty-eighth district shall consist of the counties of Benzie, Manistee, Wexford, and Osceola, and the election returns shall be made to the county clerk's office in the county of Osceola.

Twenty-ninth District-The twenty-ninth district shall consist of the counties of Manitou, Leelanaw, Charlevoix, Antrim, and Grand Traverse, and the election returns shall be made to the county clerk's office in the county of Grand Traverse;

Thirtieth District-The thirtieth district shall consist of the counties of Emmet, Mackinac,' Chippewa, Alger, Schoolcraft, and Delta, and the election returns shall be made to the county clerk's office in the county of Delta;

Thirty first District-The thirty-first district shall consist of the counties of Iron, Menominee, and Marquette, and the election returns shall be made to the county clerk's office in the county of Marquette;

Thirty-second District—The thirty-second district shall consist of the counties of Keweenaw, Isle Royal, Ontonagon, Baraga, and Houghton, and the election returns shall be made to the county clerk's office in the county of Houghton;

The election returns of each county forming one district shall be made to the county clerk's office of said county.

(155.) SECTION 1. The People of the State of Michigan enact, representation. That the House of Representatives shall hereafter be composed of one hundred members, elected agreeably to a ratio of one Reprosentative to every eighteen thousand five hundred and sixty per
