exclusion from those which are in the disposition and pleasure of the administrative government, is an anomaly which is with difficulty to be accounted for, even in connexion with the period which gave birth to such provisions, but which cannot now appear otherwise than inconsistent and absurd. Public attention has been directed to the revision of our code; anomalies and absurdities have been swept from it;-and what can be a more suitable time for relieving it from the odious traces of religious proscription? Why, if penal laws are really thought neces sary to the protection of the Church or the State, should their enfore ment be left to the caprice of an individual? Why should it be a legal and historical fact, that in England its corporate and many of its charitable institutions, even perhaps some of its commercial companies, are occupied only under annual indulgences;-that (according to the recorded opinions of lawyers and to actual practice in the early history of these wretched laws) postmasters and mail coach proprietors,licensed dealers in ale or quack medicines,-even those who perform services to his Majesty, too humble to be here mentioned with decorum, owe their protection and safety in their several callings to the annual remembrance and commiseration of the legislature, by the passing of a special act of grace? Why, in fine, if the answer to the complaints of the Dissenters be the virtual suspension of her penal enactments, should not England have the credit of their annihilation, and free her statute book from idle distinctions and harrassing disqualifications,which exist only by the mere naked right of possession,-of which no one ventures to propose the application-which in fact no government either dare, or, with any regard to expediency, could act upon,-and which would be expelled with ignominy or contempt by enlightened renovators of the law?

With these views; and with a firm conviction that, in urging to the best of their ability their own particular claims, they are serving the general cause of freedom and liberality, and are consulting the honor and true interests not only of themselves but of the State and of the supporters of the Establishment ;-the Protestant Dissenters of England respectfully, but earnestly, call upon the legislature to take the obnoxious statutes before referred to, into consideration;-to relieve this country from the reproach, which belongs to her alone, of profaning (as they humbly conceive) the holy ordinances of Christianity for secular ends;-and to declare and act upon those great principles of religious liberty, which in so many other countries have been already recognized, and which are in their judgment, essential to the peace and virtue and happiness of mankind.
