SECTION III.

PAYMENT OF FEES AND DISBURSEMENTS.

ART. 589. No fees of any kind, not specifically authorized by law, will be charged by collectors or other officers of the customs in any case; and all fees, so authorized to be collected by such officer, will hereafter be received and accounted for by the cashier of the custom-house at ports where there may be such an officer, and at other ports by the officer charged with the performance of his duties.

590. Separate accounts of each class of fees will be kept by the cashier or other officer, as well with a view to the verification of the accounts rendered, as the proper distribution of the fees received.

391. All disbursements by collectors will be made in a similar manner, and, for this purpose, the several weighers, gaugers, and measurers will keep faithful and exact accounts of the labor employed by them in the performance of their official duties, in form similar to those already prescribed to be kept by officers in charge of public bonded warehouses.
