"The President, Vice-Presidents, Secretary and Treasurer shall be elected annually by the membership. The remaining fortytwo members of the Board of Governors shall be elected by the members of the bar of the State of Illinois through the various Federations of Local Bar Associations, one such member to be elected by each of the seventeen Judicial Circuits of the State and twenty-five members by the Federation of Local Bar Associations of Cook County. Each Federation shall elect its member or members of the Board of Governors at its annual meeting to serve for the fiscal year of the State Bar Association only and in event a federation does not so elect its member of the Board it shall not be entitled to a representative thereon. Only Local Bar Associations which are affiliated with the Illinois State Bar Association shall be entitled to participate in the election of members of the Board of Governors.”

Judge Floyd E. Thompson of the Supreme Court offered a substitute resolution designed to remedy the defect which he pointed out, that the members of the Board of Governors of the State Association would be elected by members of the bar not necessarily affiliated with the State Bar Association.

After a very vigorous discussion the proposed resolution was voted down, and Judge Thompson withdrew his substitute. The Committee on Nomination of Officers made the following report:

Upon motion made the report of the committee was adopted and the officers declared elected.

The Committee on Place of Next Meeting raised a considerable discussion, as Monmouth had sent a strong delegation in

structed to demand that the next meeting be held in that city. However, Moline had sent a delegation which proved to be larger upon roll call, and which had come a greater distance; for which reason the committee was moved to recommend Moline as the place of next meeting. Upon motion this recommendation was adopted.

The Committee on Resolutions offered resolutions of appreciation to the Fulton County Bar Association for the entertainment, which were adopted by acclamation.

The meeting then adjourned.
