CIRCULAR: The following proclamation of the President is published for the infor mation and guidance of all concerned: A PROCLAMATION BY THE PRESIDENT OF THE UNITED STATES. JOHN HAY, Secretary of State of the United States, died on July 1st. His death, a crushing sorrow to his friends, is to the people of this country a national bereavement; and it is in addition a serious loss to all mankind, for to him it was given to stand as a leader in the effort to better world conditions by striving to advance the cause of international peace and justice. He entered the public service as the trusted and intimate companion of Abraham Lincoln, and for well-nigh forty-five years he served his country with loyal devotion and high ability in many positions of honor and trust: and finally he crowned his lifework by serving as Secretary of State with such farsighted reading of the future and such loyalty to lofty ideals as to confer lasting benefits not only upon our own country, but upon all the nations of the earth. As a suitable expression of national mourning. I direct that the diplomatic representatives of the United States in all foreign countries display the flags over their embassies and legations at half-mast for ten days; that for a like period the flag of the United States be displayed at halfmast at all forts and military posts and at all naval stations, and on all vessels of the United States. I further order that on the day of the funeral the Executive Departments in the city of Washington be closed, and that on all public buildings throughout the United States the national flag be displayed at half-mast. All orders and parts of orders in conflict therewith are revoked. POST EXCHANGE REGULATIONS. EXTRACTS FROM ARMY REGULATIONS. POST EXCHANGES. 350. Post exchanges are established and maintained under special regulations issued by the War Department. The amount of indebtedness of a soldier to a post exchange contracted in acccordance with such regulations will be noted on the muster and pay rolls for the next succeeding month and be deducted, if practicable, from his pay by the paymaster making the payment and turned over to the post exchange officer, who will duly receipt to the paymaster and the soldier for the amount so received. In case of discharge of a soldier the amount of any such indebtedness will be noted on the final statements, and in like manner be deducted from payment made thereon. 351. On June 30 and December 31 of each year the commanding officer of a post at which an exchange is conducted will submit to the military secretary of the department a detailed report of the operations and financial condition of the exchange, and when no exchange has been maintained at a post, such fact will also be communicated on the dates stated. 352. The sale of, or dealing in, beer, wine, or any intoxicating liquors by any person in any post exchange or canteen or army transport, or upon any premises used for military purposes by the United States, is prohibited. Commanding officers will carry the provisions of this paragraph into full force and effect, and will be held strictly responsible that no exceptions or evasions are permitted within their respective jurisdictions.
