FOREWORD

The national program of vocational rehabilitation of the civilian disabled was inaugurated shortly after the Federal act for the promotion of the work became effective on June 2, 1920. Since that time three national conferences of civilian vocational rehabilitation workers have been called. The first of these was held at St. Louis, Mo., May, 1922, the second at Washington, D. C., February, 1924, and the third at Cleveland, Ohio, September, 1925. The last of these conferences was held in cooperation with the Fourteenth Annual Safety Congress at the invitation of the executive committee of the National Safety Council.

The conference was well attended, not only by representatives of State rehabilitation departments and cooperating agencies, but also by representatives of industrial management in many different fields. papers, addresses, and discussions, based in many instances on and experience of four or five years of actual case work, presented much data of exceptional value to administrators and workers in the civilian vocational rehabilitation program.

In response to numerous requests that a report of the meeting be published, this bulletin was prepared. It completes the series of reports of all national rehabilitation meetings which have been held since the inception of the national program, and like the previous reports, it contains much valuable information as to the means by which the rehabilitation program may be carried on more effectively and more economically.
