NUMBER V.

Authorizing the State Treasurer to destroy certain blank and cancelled coupon bonds of the state of New Jersey.

WHEREAS, there are lying in the vault of the treasury a large Preamble. number of blank coupon bonds of this state; and whereas, the said coupon bonds are issued by authority of the "Act authorizing a loan for war purposes, &c.," approved May tenth, eighteen hundred and sixty-one, and the supplement thereto, approved March twenty-fourth, eighteen hundred and sixty-three, and the whole amount authorized by said acts has been issued; and whereas, there are other coupon bonds issued by authority of an act entitled "A Further Supplement to 'An Act authorizing a loan for war purposes, &c.," approved April fourteenth, eighteen hundred and sixty-four, which have the signature of the late treasurer engraved on the coupons attached to said bonds; and whereas there are a number of cancelled coupon war bonds of New Jersey which have been substituted by registered bonds; therefore,

Portrait of the late Major General Philip Kearney.

1. BE IT RESOLVED by the Senate and General Assembly of
the State of New Jersey, That the treasurer of this state be
directed to pay, upon the warrant of the comptroller, to
William J. Roberts, three hundred dollars, in payment for his
portrait of the late Major General Philip Kearney, which has
been purchased by order of the house of assembly, and placed
in the assembly chamber.

NUMBER VII.

Providing compensation to the Quartermaster General for actual and unusual service.

WHEREAS, The salary of the quartermaster-general is now by law only one hundred dollars per annum; and whereas, he has been constantly engaged since the termination of the war as military state claim agent, in preparing, adjusting and prosecuting the claim of this state against the United States for advances made on account of recruiting and equipping troops for the United States service; and whereas, in the opinion of this legislature his services have been unusual and arduous, and of great advantage to this state in the successful manner in which the said claim has been prosecuted; therefore

1. BE IT RESOLVED by the Senate and General Assembly of Compensation the State of New Jersey, That the compensation provided for master gen in the act entitled "An Act providing compensation to the Adjutant and Quartermaster-General for actual service," approved February twentieth, eighteen hundred and sixtytwo, and the supplement thereto, approved March eighteenth, eighteen hundred and sixty-three, be paid to the quarter

master-general by the treasurer, upon the warrant of the comptroller, from the period when the same was discontinued by law, until the thirtieth day of November, anno domini one thousand eight hundred and sixty-eight.

For the appointment of Commissioners relative to State Prison

1. BE IT RESOLVED by the Senate and General Assembly of Names of the State of New Jersey, That Daniel Haines, Samuel Allinson ers, and their and George F. Fort be and the same are hereby appointed commissioners, whose duty it shall be to examine into the system existing in the state prison, of this state, and similar institutions of other states, and to report to the legislature at its next regular session, by bill or otherwise, an improved plan for the government and discipline of the said prison, which plan shall have special regard to economy and the reformation of criminals; and also to report such suggestions or measures, bearing upon this subject, as to them shall seem fit and proper.

2. And be it resolved, That a sum not to exceed five hundred Appropriation dollars, be and the same is hereby appropriated, for the payment of the expenses of said commissioners, and that these joint resolutions shall take effect immediately.

Authority to purchase safe.

NUMBER IX.

Authorizing the Comptroller and Treasurer to purchase a safe for the state securities.

1. BE IT RESOLVED by the Senate and General Assembly of the State of New Jersey, That the comptroller and treasurer of this state are hereby authorized to purchase a fire and burglar proof safe, of sufficient capacity for the safe keeping of the bonds, mortgages and other securities belonging to the state, to be placed in the office of the treasurer, and that the expense thereof shall be paid by the treasurer upon a warrant drawn by the comptroller in the usual way.

2. And be it resolved, That this joint resolution shall take effect immediately.

Authorizing the Comptroller to fit up suitable rooms for the use of the Commissioners of the Sinking Fund.

WHEREAS, the commissioners of the sinking fund have in their possession securities, vouchers, books and papers of great value and to a large amount, and are without a depository for the safe keeping of the same, or any convenient place for the transaction of their business, therefore,

1. BE IT RESOLVED by the Senate and General Assembly of directed to the State of New Jersey, That the comptroller be directed to procure a proper safe and fit up some suitable room in the state house building, with plain and substantial furniture for the use of said commissioners, and that the expenses be paid by the treasurer, upon warrants drawn by the comptroller. In regard to the Chambers of the Senate and Supreme Court.

WHEREAS, The ventilation and heating of the chambers of Preamble. the senate and supreme court are defective and insufficient;

BE IT RESOLVED by the Senate and General Assembly of Repairs and the State of New Jersey, That such repairs and improvements in the ventilation and heating of said chambers be made, under the supervision of the president of the senate and chief justice of the supreme court respectively, as may be necessary to correct the deficiency therein; the bills for labor and materials to be duly audited, and to be paid upon the warrant of the comptroller.
