By direction of the Federal Board for Vocational Education, and in accordance with the provisions of the several acts of Congress under which the board operates-i. e., the vocational education act of February 23, 1917, the rehabilitation act of June 27, 1918 (soldiers, sailors, and marines), and the industrial rehabilitation act of June 2, 1920-I have the honor to submit the following report.
