Referred to the Committee on Revision of the Laws. 96717 AN ACT Making further provision for a civil government for Alaska, and 1 for other purposes. Be it enacted by the Senate and House of Representa- 2 tives of the United States of America in Congress assembled, 1 TITLE I. CHAPTER ONE. SEC. 1. That the territory ceded to the United States by 1 SEC. 2. There shall be appointed for the district 2 a governor, who shall reside therein during his term of 3 office and be charged with the interests of the United States 11 4 Government within the district. To the end aforesaid 5 he shall have authority to see that the laws enacted 6 for the district are enforced and to require the faithful dis7 charge of their duties by the officials appointed to administer 8 the same. He may also grant reprieves for offenses com9 mitted against the laws of the district or of the United States 10 until the decision of the President thereon shall be made known. He shall be ex officio commander in chief of the 12 militia of the district, and shall have power to call out the same when necessary to the due execution of the laws and to 14 preserve the peace, and to cause all able-bodied citizens of 15 the United States in the district to enroll and serve as such 16 when the public exigency demands; and he shall perform 17 generally in and over said district such acts as pertain to the 18 office of governor of a Territory, so far as the same may be 19 made or become applicable thereto. 13 20 He shall, subject to the direction and approval of the 21 Secretary of the Interior, advertise for and receive bids and, 22 in behalf of the United States, contract from year to year with 23 the responsible asylum or sanitarium west of the main range. of the Rocky Mountains submitting the lowest bid for the care 25 and custody of persons legally adjudged insane in said district of Alaska; the cost of advertising for bids, executing the con 24 26 27 tract, and caring for the insane to be paid, until otherwise pro28 vided by law, by the Secretary of the Treasury, out of any 29 money in the Treasury not otherwise appropriated, on accounts 30 and vouchers duly approved by the governor and the Secre31 tary of the Interior. 32 The governor shall from time to time inquire into the 33 operations of any person, association, or corporation authorized 34 by the Government of the United States, by contract or other35 wise, to kill the seal or other fur-bearing animals in the dis36 trict, and shall annually report to Congress the result of such 37 inquiries and any and all violations by such person, company, 38 association, or corporation of the agreement with the United 39 States under which the operations are being conducted. 40 41 He shall make an annual report, on the first day of October in each year, to the President of the United States, 42 of his official acts and doings, and of the condition of the 43 district, with reference to its resources, industries, population, 44 and the administration of the civil government thereof. And 45 the President of the United States shall have power to review 46 and to confirm or annul any reprieves granted or other acts 47 done by him. 48 The governor may appoint and commission one or more 49 notaries public for the district, and appointments of notaries 50 public heretofore made by him are hereby legalized, and all 51 acts performed by them by virtue of their notarial commis |
