GENTLEMEN, By the fourth section of the Act 50 Victoria, chapter 5, intituled “An Act respecting the Revised Statutes of the Province of Quebec," the Lieutenant-Governor in Council is authorized to fix by proclamation the date upon which the Revised Statutes of the Province of Quebec will come into force. During the discussion which took place in the Legislative Assembly at the time of the passing of the said act (50 V., c. 5), it was suggested by the leaders of both parties, and it was understood on both sides of the House, that, before issuing such proclamation, I was to examine the work of the Commission, with some members of the House and of the legal profession, compare the texts of the old and new statutes, and place the whole in the condition required by the said act. In order to meet these views, I have the honor to invite you to proceed to Tadousac on the twelfth of July instant, to assist me in the revision of the work of the Commission, and to place the Government in a position to issue the said proclamation.
