Be it enacted by the Legislative Assembly of the District of Columbia, That the sum of ninety-five dollars and three cents be, and the same is hereby, appropriated out of the medicines furgeneral fund to enable the Governor to pay R. B. Ferguson said amount; which amount is in full for the quarter ending July fifteenth, eighteen hundred and seventy-one. Approved August 23, 1871.

SEC. 2. And be it further enacted, That, in view of the emergency existing on account of the unclean, and, therefore, unhealthy condition of said buildings, and the necessity for their immediate purification, this act shall go into effect on and after its passage. Approved August 23, 1871.

CHAP. LXXXVIII.—An Act to prevent the use of public lamps for pricate purposes.

Be it enacted by the Legislative Assembly of the District of Columbia, That from and after the passage of this act it shall be unlawful for any person or persons to use any public lamps as a sign for business purposes, by painting thereon letters or any other device, or by substituting for a street-lamp any other lamp upon a public lamp-post, or by placing a transparency over or around any lamp, unless Unless by special in cases where special permission shall have been granted ernor for charitable by the Governor in aid of any benevolent enterprise devoted exclusively to some charitable purpose; and any person or persons offending against this act shall be liable, upon conviction thereof, to a penalty of not less than five nor more than ten dollars for each and every such offense, the said fines to be collected and applied in the same manner as other fines are collected and applied.

CHAP. XCII.-An Act to provide for the laying of several water-mans. Be it enacted by the Legislative Assembly of the District of Board of Public Columbia, That the Board of Public Works be, and is hereby, authorized and requested to cause to be laid a street east. I street water-main in H street south, between Four-and-a-half and Seventh streets west; and also water-mains on Thirteenth street east, from Pennsylvania avenue to I street south, and in I street south, from Eleventh street to Thirteenth street east ; also, lay a water-main in Second street west, between I street north and Massachusetts avenue; and that a sufficient sum is hereby appropriated out of the water fund to pay the expenses of the same, said fund to be reimbursed by such assessments and collections on all lots and parts of lots bordering on the line of said water-mains as is authorized by existing law. CHAP. XCIII.—An Act for the relief of John O'Conner. Be it enacted by the Legislative Assembly of the District of Columbia, That the sum of nineteen dollars and fifty-five O'Conner for exces- cents be, and the same is hereby, appropriated, payable out of the general fund of the city of Washington, to enable the Governor to eanse said sum to be paid to John O'Conner, to reimburse him for an excessive payment on account of the Fourth street sewer. CHAP. XCVI.-An Act making an appropriation for the contingent expenses of the Council and House of Delegates.

Be it enacted by the Legislative Assembly of the District of Columbia, That in order to defray the ordinary and contingent expenses of the Council and the House of Dele- Council and House gates the sum of three thousand ($3,000) dollars be, and the same is hereby, appropriated out of the general fund, as a contingent fund for the Council, to be expended under the direction of the president of the Council; and six thousand ($6,000) dollars be, and the same is hereby, appropriated out of the general fund, as a contingent fund for the House of Delegates, to be expended by the speaker of the House of Delegates, (said expenditures on the part of the House of Delegates to be submitted to an auditing committee to be appointed by the House of Delegates,) from which sums the contingent expenses of the respective houses shall be paid.
