thing, any word importing the singular number or masculine gender is used, the same shall be understood to include, and shall be applied to several persons and parties as well as to one person or party, and to females as well as to males, and to bodies corporate, as well as to individuals, and to several matters and things as well as to one matter or thing, unless in any of the cases aforesaid it be otherwise specially provided, or there be something in the subject or context repugnant to such construction.

WHEREAS Her Majesty has been graciously pleased to dis

allow Ordinance No. 17, of the year 1850, intituled "An Ordinance to limit in the Colony of British Guiana the amount of a Legal Tender in the Current Copper Coin of the United Kingdom of Great Britain and Ireland, and for other purposes":

I do, therefore, hereby Proclaim and Make Known to the Inhabitants of this Colony, and to all other Persons whom it doth or may concern, that such disallowance is in consequence of the provisions of the said Ordinance having been declared repugnant to the Imperial Law, by which Legal Currency is given to the Copper Coins of the Realm, and that although the Ordinance has been disallowed, yet that the Law in force in this Colony is, that Copper Coins of the value of One Penny, and its divisions, are legally current in this Colony, but that no person shall be obliged to receive more of the Penny Pieces, in any one payment, than will be of the value of One Shilling, nor more of the Half-Penny and Farthing Pieces than shall be of the value of Six Pence.

IT being desirable that a distinction should be made between the

Τ Newspaper called the Royal Gazette, published in this Colony, and the Official Gazette, called the The Royal Gazette of British Guiana, also published in this Colony; it is hereby declared and made known to all whom it doth, may, or shall concern, that the Official Gazelte, heretofore called and published as The Royal Guzette of British Guiana, shall henceforth bear and be printed and published under the name, style, and title of "The Official Gazette of British Guiana ;" and the same shall be declared to be "PUBLISHED BY AUTHORITY OF HIS EXCELLENCY THE GOVERNOR OF BRITISH GUIANA;" of which Notice is hereby given for general information.

[Ord. 9 anno AN ORDINANCE TO AMEND THE SECOND SECTION OF ORDI. 1851.]

Preamble.

NANCE No. 7, OF THE YEAR 1850.

Enacted 6th June, 1851, published the 7th following, came into operation on publication.

WHEREAS by the second Section of Ordinance No. 7, of the

year 1850, intituled "An Ordinance to authorize the Raising on Loan a sum not exceeding the sum of Two Hundred and Fify Thousand Pounds, under the provisions of 11 and 12 Victoria, c p. 130, for the purposes of promoting the introduction of Free Labourers into the Colony of British Guiana, and of promoting the Formation of a Railway in said Colony," it was enacted that the

said Commissioners, meaning the Commissioners named in said Or-
dinance, should have full power and authority, and they were thereby
fully authorised and empowered to borrow and raise money in Great
Britain upon the security of the Public Revenues of British Guiana
as thereinafter mentioned, by issuing Bonds in the name of the
Governor and Court of Policy of British Guiana, or framed in such
other manner and form as to the said Commissioners should seem
fit, or by the issue of Debentures with a sufficient number of interest
coupons annexed, to the extent of a sum not exceeding the sum of
Two Hundred and Fifty Thousand Pounds of lawful money of Great
Britain; the said Commissioners taking care that the said Bonds
and Debentures should be transferable and negotiable; each of the
'said Bonds and Debentures to be for the sum of not less than One
Hundred Pounds of lawful money of Great Britain, bearing interest at
a rate not exceeding Four Pounds per cent. per annum; the interest
on the said Bonds and Debentures to be made payable half-yearly
in London, at such place and in such manner and form as the said
Commissioners should deem fit and proper, and the capital sums of
the said Bonds and Debentures to be redeemable at the expiration
of Twenty Years from the First day of July, One Thousand Eight
Hundred and Fifty: And whereas certain Bonds and Debentures
for portions of the said Loan of Two Hundred and Fifty Thousand
Pounds have been issued in the manner and form directed by said
second section of said Ordinance to be redeemable at the expiration
of twenty years from the first day of July, one thousand eight hun.
dred and fifty: And whereas in the event of further issues of Bonds
and Debentures, it may be expedient that they should be redeemable
at the expiration of twenty years from the date of the issue, from
which such Bonds and Debentures would bear interest-

1. Be it therefore enacted by His Excellency the Governor of Bonds and British Guiana, with the advice and consent of the Court of Policy redeemable at thereof, that each Bond and Debenture which, after the passing and expiration of 20 years from taking effect of this Ordinance, shall be issued under and by virtue 1st July, 1850, of Ordinance No. 7, of the year 1850, shall be made redeemable at date of their the expiration of Twenty Years from the first day of July, one thousand eight hundred and fifty, or at the expiration of Twenty Years from the date of its issue, and that each Bond and debenture. shall bear interest from its date at a rate not exceeding the rate specified in said Ordinance No. 7, of the year 1850. [Ord. 12anno AN ORDINANCE TO REDUCE THE PILOTAGE FEES ESTABLISHED 1851.] BY ORDINANCE No. 7, OF THE YEAR 1838, AND TO AMEND SAID ORDINANCE.

Preamble.

Enacted 20th June, 1851, published the 21st following, came into operation 1st July, 1851.

[HENRY BARKLY, Governor.] WHEREAS it has been represented to this Court that the Pilotage

Fees established by Ordinance No. 7, of the year 1838, should be reduced, and that said Ordinance should be amended, of which representations this Court has approved :

1. Be it therefore enacted by His Excellency the Governor of Article 19 of British Guiana, with the advice and consent of the Court of Policy Ordinance 7 of 1838 repealed. thereof, that Article 19 of Ordinance No. 7, of the year 1838, intituled "An Ordinance better to Regulate the Pilot Establishment " of Demerara and Essequebo, and to Establish a Floating Light off "the Bar at the mouth of the Demerara River," shall be, and the same is hereby repealed, and in lieu and stead of said Article the following shall be the Article 19 in said Ordinance, that is to say—

19. "For every vessel entering or leaving the Port of Demerara, Pilotage fees. "Her Majesty's ships included, there shall be paid by the Master 66 or consignee at the Pilot Office, that is to say-

"and in ascertaining the draught of water of any vessel six inches "and upwards beyond any of the number of feet above specified "shall be accounted and reckoned for one foot: Provided always,

"that

"that small vessels of or under thirty-five tons burthen by the new "British Measurement Act, or by Foreign Measurement, arriving " from the neighbouring Colonies, including Cayenne and Oronoque, "and also from the whole range of the West India Islands from "Porto Rico to Trinidad inclusive, shall be wholly exempt from pilotage, except when they require to take a Pilot; that vessels "over the above tonnage arriving as aforesaid, shall only be liable "for pilotage three times in any one year, except they require or "take a Pilot on the subsequent voyage or voyages (within the year) "to the three voyages previously paid for; and that in any case where 66 a vessel arrives here seeking a market or freight, and proceeds for "another port or place, without coming to an entry at this port, "she shall not be liable for any pilotage, either in or out, except she "requires or takes a Pilot."

2. And be it enacted, that out of the fund for the relief of Relief to Widows of Assistant Pilots when sick, or when by any unavoidable cause ren- deceased As dered unfit for the performance of duty or invalided, mentioned in sistant Pilots, Article 29 of said Ordinance, it shall be lawful for the Committee of Pilotage to grant such relief to the widows and relatives of deceased Assistant Pilots as the said Committee shall consider to be fair, just, and reasonable.

3. And be it enacted, that the Committee for superintending the Annuity may Pilot Establishment of Demerara and Essequebo shall be, as they Master Pilot be granted to are hereby authorised, upon good cause shewn, to superannuate the superannuated. Master Pilot and to grant him out of the Pilotage Fees such annual sum as they may think proper, subject nevertheless to the approbation of the Court of Policy.
