Refolved, That the Congrefs will on Monday next refolve itself into a Committee of the whole, to confider the trade of these Colonies:

13. Every officer commanding a regiment, troop, or company, fhall, upon notice given to him by the commiffary of the mufters, or from one of his deputies, affemble the regiment, troop, or company under his command, in the next convenient place for their being muftered, on penalty of his being cashiered, and mulcted of his pay.

14. At every mufter, the commanding officer of each regiment, troop, or company, there prefent, fhall give to the commiffary of mufters certificates, figned by himself, fignifying how long fuch officers, non-commiffioned officers, and foldiers, who shall not appear at the said mufter, have been abfent, and the reason of their abfence, which reasons and the time of abfence, fhall be inferted in the mufter rolls, oppofite to the names of fuch abfentees: And the furgeons or their mates, fhall at the fame time give to the Commiffary of mufters a cercertificate figned by them, fignifying the ftate of health or ficknefs of thofe under their care, and the faid certificates fhall, tcgether with the mufter rolls, be by the faid Commiffary tranfmitted to the General, and to this or any future Congress of the United Colonies or Committee appointed thereby, within twenty days next after fuch mufter being taken, on failure whereof, the Commiffary fo offending, fhall be difcharged from the service.

15. Every officer who fhall be convicted, before a general court-martial, of having figned a falfe certificate relating to the absence of either officer, non-commiffioned officer, or private foldier; and every Surgeon or Mate convicted of figning a falfe certificate, relating to the health or fickness of thofe under his care, fhall be cafhiered.

16 All officers and foldiers who fhall wilfully, or through negligence, difobey any general or fpecial orders, fhall be punished at the difcretion of a regimental court-martial, where the offence is againft a regimental order, and at the difcretion of a general court-martial, where the offence is against an order given from the commander in chief, or the commanding of ficer of any detachment or poft, and fuch general court-martial can be had.

A number of letters and fpeeches from the Stockbridge Indians were laid before the Congrefs and read.

Refolved, That the Committee for Indian affairs, do prepare proper talks to the feveral tribes of Indians, for engaging the continuance of their friendship to us, and neutrality in our present unhappy difpute with Great-Britain.

Adjourned till to-morrow at 9 o'clock.

SATURDAY, July 1, 1775.

Met according to adjournment.

On motion made, Refolved, That in cafe any agent of the miniftry fhall induce the Indian tribes," or any of them, to commit actual hoftilities against these colonies, or to enter into an offenfive alliance with the British troops, thereupon the colonies ought to avail themselves of an alliance with fuch Indian nations as will enter into the fame, to oppofe fuch British troops and their Indian allies.

Letters being received by exprefs from General Schuyler, which required an immediate anfwer, were laid before Congrefs, and after due deliberation, an answer was returned.

On motion made, Refolved, That Lieutenant Patrick Moncrief have liberty to return to England, on giving his parole of honour, that he will not act against the Americans in the prefent controverfy between Great-Britain and these Colonies.

Sundry letters being laid before the Congress, were read.

Agreeable to the order of the day, the Congress refolved itself into a committee of the whole, to confider the trade of thefe colonies, and after fome time, the President refumed the chair, and Mr. Ward reported a refolution they had come to.

The refolution of the committee being read, was at the defire of the colony of South-Carolina, referred for farther confideration till to-morrow. Adjourned till to-morrow at 9 o'clock.

The report from the committee of the whole, being refumed and debated, was agreed to as follows: Refolved, That two acts paffed in the first feffion of the prefent Parliament, the one entitled, Act to reftrain the trade and commerce of the vince of Maffachufett's- Bay and New-Hampshire, and colonies of Connecticut and Rhode-Ifland, and Providence Plantation, in North-America, to GreatBritain, Ireland and the British Islands in the WestIndies; and to prohibit such Provinces and Colonies from carrying on any fishery on the Banks of Newfoundland, or other places therein mentioned,

under certain conditions and limitations." The other entitled, "An Act to restrain the trade and commerce of the colonies of New-Jerfey, Pennfylvania, Maryland, Virginia and South-Carolina, to Great-Britain, Ireland and the British Islands in the Weft Indies, under certain conditions and limitations," are unconstitutional, oppreffive and cruel; and that the commercial oppofition of thefe colonies, to certain acts enumerated in the Affociation of the laft Congrefs, ought to be made against these, until they are repealed.

Ordered, That the above be immediately published.

The petition to the King being again read, after fome debate, the further confideration of it was deferred till to-morrow.

WEDNESDAY, July 5, 1775.

Met according to adjournment.

Several letters were laid before the Congress and read.

It appearing that Governor Philip Skene and Mr. Lundy have defigns inimical to America,

Ordered, That it be recommended to the Delegates of the colony of Pennsylvania, to have the order of Congrefs of the 27th of June laft, refpecting the fending Governor Skene to Connecticut, immediately carried into execution.

Refolved, That Mr. Lundy be fent under guard along with Governor Skene to Connecticut, there to be confined in the fame manner as is ordered with refpect to Governor Skene.

Refolved,

Refolved, That fuch provifion be made for the fupport of Governor Skene and Mr. Lundy, as Governor Trumbull fhall think proper, at the expence of the United Colonies.

Ordered, That the Prefident write to Governor Trumbull on this fubject, and enclose him the above orders and refolves.

The Congrefs then refumed the confideration of the petition to the King, and the fame being debated by paragraphs, was agreed to, and ordered to be engroffed.

Adjourned till to-morrow at 9 o'clock.

THURSDAY, July 6, 1775.

Met according to adjournment.

The Congress took into confideration the addrefs to the inhabitants of Great-Britain, and after some debate, the fame was re-committed.

The committee to whom the declaration was recommited brought in the fame, which being again read and debated by paragraphs, was agreed to as follows:
