agreeing to advance Money to be charged under this Act until the Issue of Certificates of Charge in respect thereof; for the calling in and annulling of Certificates, and for the Issue of others, in case of Forgery, Abstraction, Destruction, defacing, or Loss of Certificates, or other like Inconvenience; for the Guidance of the Registrar in forming and keeping the Register of Owners of Certificates of Charge; for the giving of Notices; for regulating the Mode and Place of Payment of Certificates; for preserving Evidence of such Payment, by the Issue of Certificates thereof, or by Endorsements 10 upon Conveyances and Assignments; for enabling Persons entitled to Portions of Purchase Money, and who shall be desirous of continuing the same or any Part thereof on the Security of the Land or Lease sold, to have the same considered as Money advanced by them on account of the Purchase Money, without the Necessity 15 of paying the same into the Bank; and otherwise for regulating the Course of Procedure under and giving Effect to the Objects and Provisions of this Act; and any such General Rule shall, on being confirmed and enrolled as in the said Act is directed, have the same Force, and may be rescinded, amended, or altered in the 20 same Manner, as General Rules contemplated by the said Act, and shall be laid before both Houses of Parliament within the like Period as provided by the said Act in relation to such General Rules as last aforesaid.
