tion during the preceding year, and that the said Report shall also contain a true and correct account of the Funds of the Corporation and an Estimate of the Sum required for the expenses of the current year, together with the amount of the Town Tax intended to be levied by them, which Documents it is further thereby enacted shall be forthwith published by order of the Governor and Court of Policy in the Official Gazette for the information of the inhabitants of Georgetown; and it is further thereby enacted that after the said documents shall have been so published for one calendar month in each year, it shall be lawful for the Mayor and Town Council, and they are thereby authorised, to levy in each year a Town Tax upon the appraised value of all Lots or portions of Lots and Buildings within the City of Georgetown sufficient to meet such Estimate: And whereas the said Documents were not transmitted this Year by the said Mayor and Town Council to the Governor and Court of Policy within the time in that behalf directed, but the said Mayor and Town Council are desirous of levying for the service of the current year a Town Tax amounting in all to One and Five. Eighths per cent. And whereas doubts have arisen whether by reason of the omission aforesaid the Mayor and Town Council are vested with power and authority to levy a Town Tax for the current year, and also whether the Mayor and Town Council are entitled to include in their appraisement for the purpose of the said Tax the value of the buildings which have been erected in the Burnt Districts of Robbs' Town and South Cumingsburg West Ward, respectively, since the occurrence of the destructive Fires therein in the year One Thousand Eight Hundred and Sixty-four: And whereas it is expedient to remove such doubts and to confirm the levying of the said Tax, and also to extend the time within which the aforesaid Documents shall be transmitted in future to the Governor and Court of Policy: Be it therefore enacted by His Excellency the Governor of British Guiana, with the advice and consent of the Court of Policy thereof, as follows:

WHEREAS it is expedient to amend the Law relating to Pounds : Preamble

Be it therefore enacted by His Excellency the Governor of British Guiana, with the advice and consent of the Court of Policy thereof, as follows:

1. Ordinance No. 28 of the year 1847, intituled "An Ordinance Repeal Section "to establish Pounds throughout the Colony of British Guiana, "and to provide Rules and Regulations for superintending and "keeping the same," shall be, and the same is hereby repealed.

3. 5. The Pound-keeper shall, before delivery, demand and receive from the party claiming any stray the sum of Forty-eight Cents for every horse, mare, gelding, poney, mule, bull, ox, cow, heifer or steer, and the sum of Thirty-two Cents for every ass, and the sum of Twenty-four Cents for every calf, sheep, or goat, as poundage money, in addition to the reward specified in the preceding section, and in addition to the expense of feeding and advertising the stray; and such Pound-keeper shall be entitled to charge the sum of Twentyfour Cents per day for feeding each horse, mare, gelding, poney, mule, ass, bull, ox, cow, heifer or steer, and Eight Cents per day for feeding each calf, sheep, or goat, and no more: Provided that the young of any mare, cow, ass, goat, or sheep sent to the Pound with its mother or dam, under six months old, shall not be liable to poundage.

6. thereof, as is hereinbefore provided in respect to strays on private premises or land; and all swine straying or trespassing on any such public premises or land may be destroyed by any Police Officer or Constable or other person authorised as aforesaid, and if straying or trespassing on any private premises or land, the same may be destroyed by the owner or person in possession of such premises or land; and in either case the bodies of all swine so destroyed shall belong to the persons destroying them.

7. In case any person shall release or attempt to release any stray which shall be taken for the purpose of being impounded leasing or ress under the authority of this Ordinance on the way to the Pound, or cuing Strays shall damage or destroy the said Pound, or any lock or bolt belonging thereto, or with which the same shall be fastened, or shall rescue or release, or attempt to rescue or release, any stray which shall be impounded under the authority of this Ordinance until or before the same shall be discharged by due course of law, every person so offending shall, upon conviction thereof before any Inferior Court of Criminal Justice, be liable to a Penalty not exceeding Ninety-six Dollars, and shall, in default of payment thereof, be committed to prison, there to be kept to hard labour for any time not exceeding Three Months.

or attempted to be so driven off or taken; and if any such animal shall be received into the Pound every such person shall in addition be liable to repay the full expenses of Poundage, to the owner of such animal.

10. No person taking up any stray with the intention of pounding the same shall detain it more than three hours before sending it to the nearest Pound, unless the said stray shall be taken up after sunset in which case he shall send it to the said Pound before eight of the clock on the following morning, and any person detaining any stray for a longer period than aforesaid, shall upon summary conviction, pay for each stray so detained a Penalty not exceeding Five Dollars.

II. Every Pound keeper shall keep a book, in which he shall Pound Keeper enter the date when each stray is received, the name of every person to keep a sending a stray, and also the name of the person taking or deli vering such stray to his Pound, with the colour, description, and marks of each stray, the place from whence it was sent, and the sum paid to the party impounding, and such book shall be free for the inspection of any person during the day without any fee; and if any Pound-keeper shall neglect to make such entries, or shall wilfully make any false, erroneous, or incorrect entry, or shall decline or refuse to produce his book when demanded as aforesaid, or shall demand any fee for so doing, he shall be liable upon summary conviction to a Penalty not exceeding Fifty Dollars.

12. Every Pound-keeper shall procure for, furnish, and give to. and to provide each stray in his Pound a sufficient quantity of good grass and water sufficient grass and water, daily, and in case of any neglect or omission so to do, any such Pound-keeper shall be liable upon summary conviction to a Penalty not exceeding Twenty-four Dollars, and shall, over and above such penalty, be liable to immediate dismissal.

13.
