Resolve, Appropriating Money for the Purpose of Operating the Fish Hatcheries and Feeding Stations for Fish, for the Protection of Fish, Game and Birds and for Printing the Report of the Commissioner of Inland Fisheries and Game and Other Expenses Incident to the Administration of the Department of Inland Fisheries and Game.

Department of inland fisheries and game. Resolved: That the sum of three hundred and seventy thousand dollars be, and hereby is, appropriated, as follows:

One hundred and eighty-five thousand dollars for the period between July first, nineteen hundred and twenty-three, and June thirtieth, nineteen hundred and twenty-four, and one hundred and eighty-five thousand dollars for the period between July first, nineteen hundred and twenty-four, and June thirtieth, nineteen hundred and twenty-five, to be expended by the commissioner of inland fisheries and game for the purpose of operating the fish hatcheries and feeding stations for fish in the state, for the protection of fish, game and birds, for printing the report of the commissioner of inland fisheries and game, for maintenance of the state museum, for screening lakes and ponds, payment of bounty on bob cats killed in this state and all other expenses incident to the administration of the department of inland fisheries and game, and that any of this appropriation unexpended at the end of either year shall be available for the following year.

Chapter 107.

Resolve, Calling to the Attention of the Governor the Failure of the Legislature to Enact an Act Entitled, "An Act to Amend Sections One and Three of Chapter Three Hundred Fifty of the Public Laws of Nineteen Hundred and Fifteen, Relative to the Hours of Employment of Women and Minors."

Hours of labor of women and minors. Resolved: That whereas an act entitled, "An Act to Amend Sections One and Three of Chapter Three Hundred Fifty of the Public Laws of Nineteen Hundred and Fifteen, Relative to the Hours of Employment of Women and Minors," having been proposed upon petition by not less than twelve thousand electors, and the governor requested therein to issue his proclamation referring the proposed act to the people at a special election to be held not less than

four or more than six months after his proclamation in the event of the failure of the legislature to enact such measure, and said act not having been enacted without change by the legislature at the session to which it was presented, that it is the sense of this legislature that the governor be informed by the clerk of the house of representatives and the secretary of the senate of said failure to enact said bill without change, that he may by proper proclamation protect the constitutional rights of the petitioners for said bill, in accordance with the petitions proposing said measure.

Resolved: That there be transmitted herewith to the governor the following copy of the subject matter of the petition proposing said act.

PETITION

To the Legislature of the State of Maine:

We, the undersigned, electors qualified to vote for governor, hereby propose to the legislature for its consideration the following bill:

An Act to Amend Sections One and Three of Chapter Three Hundred Fifty of_the Public Laws of Nineteen Hundred and Fifteen, Relative to the Hours of Employment of Women and Minors.

Be it enacted by the People of the State of Maine, as follows:

Section I. Section one of chapter three hundred fifty of the public laws of nineteen hundred and fifteen, is hereby amended by striking out the words "fifty-four" in the seventh line of said section and inserting in place thereof the words "forty-eight" so that said section as amended shall read as follows:

Section 1. No male minor under sixteen years of age, and no female shall be employed in any workshop, factory, manufacturing or mechanical establishment or laundry more than eight hours in any one day; except when a different apportionment of the hours of labor is made for the sole purpose of making a shorter day's work for one day of the week; and in no case shall the hours of labor exceed forty-eight in a week.

Section 2. Section three of said chapter three hundred fifty of the public laws of nineteen hundred and fifteen is hereby amended by striking out the words "fifty-four" in the fourth line of said section and inserting in place thereof the words "forty-eight" so that said section as amended shall read as follows:

Section 3. No male minor under sixteen years of age and no female shall be employed in any telephone exchange employing more than three operators or in any mercantile establishment, store, restaurant, telegraph office or by any express or transportation company in the state of Maine more than forty-eight hours in any one week. tion shall not apply between the seventeenth day of December and the twenty-fourth day of December, both inclusive, and shall not apply during the eight days prior to Easter Sunday to persons employed in millinery shops and stores. In case of emergency, in which there is danger to property, life, public safety or public health and in cases of extraordinary public requirement the provisions of this act shall not apply to employers engaged in public service.

The governor is hereby requested to issue his proclamation, referring the within act to the people, at a special election to be held not less than four or more than six months after such proclamation.

Anne M. Clancy, services rendered 81st legislature. Resolved: That there be, and is hereby, appropriated the sum of one hundred fifty dollars, and that the same be paid to Anne M. Clancy for services rendered in handling supplies for the eighty-first legislature and the various committees thereof.
