MINUTES OF THE REGULAR ANNUAL MEETING OF
THE FEDERATION OF LOCAL BAR ASSOCIA-
TIONS OF THE FOURTH SUPREME JUDI-
CIAL DISTRICT, ILLINOIS, HELD IN
THE CIRCUIT COURT ROOM AND

IN THE COLONIAL INN IN THE
CITY OF JACKSONVILLE,
FEBRUARY 7th, A. D.

1919.

The regular annual meeting of the Federation of Local Bar Associations for the Fourth Supreme Judicial District of Illinois, convened in the Circuit Court Room in the City of Jacksonville at eleven A. M., February 7th, A. D. 1919, the date fixed by the President of the State Bar Association in conjunction with the President of the Association and pursuant to constitutional provision, President L. O. Vaught, presiding.

Officers present: President L. O. Vaught, Secretary Jesse Heylin.

Roll call showed delegates present from Adams, Cass, Fulton, Morgan and Rock Island Counties.

Minutes of the last regular meeting read and approved. The President called upon William N. Hairgrove, president of the Morgan County Bar Association, who delivered a brief address of welcome to the visiting members of the Bar.

The President then called upon Walter M. Provine President of the State Bar Association, who delivered a brief address concerning the work of the State Association and the many subjects under consideration along the lines of contemplated legislation.

The President called upon Major Frederick A. Brown, Vice-President of the State Bar Association, and asked that he present some matters pertaining to the War Risk Bureau with which Major Brown was connected. Major Brown

was subjected to considerable catechism as to many of the rulings of the Bureau.

After this the regular program was taken up.

Judge Claude E. Chiperfield, of Canton, Illinois, delivered an address upon "The Acquirement of Jurisdiction by the Court in Term Time." The address of Judge Chiperfield elicited spirited discussion.

Judge McCarl moved that a committee of three on nominations and place of next meeting and also a committee of three on resolutions be appointed by the President before adjourning for lunch. Motion carried. The President appointed as the committee on nominations and place of next meeting the following: Judge McCarl, Quincy; Cyrus E. Dietz, Moline and Carl E. Robinson, Jacksonville.

The President appointed as the committee on resolutions, Judge Charles A. E. Martin, Virginia, Judge Carl E. Epler, Quincy, and Secretary Jesse Heylin, Canton.

The meeting then took a recess for lunch at the Colonial Inn which was provided by the Morgan County Bar Association as a courtesy to the visiting attorneys.

After lunch the regular program was continued, the first speaker being Honorable George W. Wood of Moline, who gave an address on the subject "The Amendment of the Practice Act."

Judge Charles A. E. Martin of Virginia gave an address on the subject "Amendment of the Administration Act."

Hon. George H. Wilson of Quincy gave an address on the subject "Abolition of the Direct Primary."

Honorable J. J. Neiger of Virginia gave an address on the subject "Abolishing the Grand Jury."

Honorable Joseph H. Barnhart of Danville, Chairman of the Committee on Membership of the State Bar Association addressed the meeting in a general way upon the benefits of State and Local Bar Associations.

Judge Carl E. Epler of Quincy addressed the meeting on the subject "Social Relations."

Judge E. S. Smith of Springfield gave an address of a general nature.

At this time Chairman McCarl of the committee on nominations and place of holding next meeting was called upon for report. Chairman McCarl reported that the committee recommended that Rock Island be the place for holding the next meeting and likewise recommended the following officers:

President, S. R. Kenworthy, Rock Island.
Vice-President, J. J. Neiger, Virginia.
Secretary, Jesse Heylin, Canton.

Treasurer, Earl P. Field, Monmouth.

Member of Executive Committee from Fourth Supreme Judicial District, Chas. J. Schofield, Carthage.

The Chairman of the committee then moved the adoption of the report of the committee. The motion was duly seconded and unanimously carried and the officers named by the committee were duly declared elected and Rock Island named as the place of the next meeting by the presiding officer.

Chairman Martin of the committee on resolutions submitted the following report and moved its adoption:

RESOLVED, That this district bar association should not directly recommend to the legislature the passage or defeat of any bill introduced to amend the practice act, or for any other purpose, but that any such recommendation or criticism should be referred to the proper committee of the Illinois State Bar Association for unity and harmony of action.

RESOLVED, That this district bar association tenders its hearty thanks to the bench and bar of Morgan County for their hospitality and courtesies extended in entertaining this Association at its present meeting. CHAS. A. E. MARTIN, CARL E. EPLER, JESSE HEYLIN.

Resolutions were unanimously adopted.

The President called upon Judge Owen P. Thompson of Jacksonville to deliver a few remarks or pronounce the Benediction which concluded the meeting. On motion the meeting adjourned, sine die. JESSE HEYLIN,
