BEGUN and held at the Capitol, in the city of Washington, in the District of Columbia, on Monday, the 5th day of December, in the year of our Lord one thousand eight hundred and seventy, being the Third Session of the FORTY-FIRST CONGRESS held under the Constitution of the Government of the United States, and in the ninety-fifth year of the independence of said States.

On which day, being the day fixed by the Constitution of the United States for the meeting of Congress, James G. Blaine, the Speaker, (one of the Representatives from the State of Maine,) and the following named members of the House of Representatives appeared and took their seats, viz:
