The CHAIRMAN. The first item is $12,000 for traveling expenses for the Civil Service Commission. The appropriation for the current year is $12,000, and you want $12,000 more ? Mr. McILHENNY. Yes, sir. I have here a prepared statement, Mr. Chairman, which I will read, if you will allow me, as it is very short. The total appropriation for travel for the fiscal year of 1914 is $12,000. Of this amount $10,490.77 has been expended, with some bills yet to be received for travel which has been authorized. Mr. BARTLETT. You have spent some more money since you subImitted this estimate? Mr. McILHENNY. Yes, sir. Of the amount expended $4,699.88 has been for holding examinations for fourth-class postmasters at places of vacancies other than the job. Mr. BARTLETT. Other than at the post office at which the appointment was to be made? Mr. McILHENNY. Other than the job, under the Executive order of May 12. Mr. SISSON. In other words, where a man dies or resigns you have been spending this money to go and hold a special examination under the Executive order of the President. You take them up by States and hold the examinations in one State until you finish it, and then you go to the other States, and this is for the special examinations in cases of that kind? Mr. McILHENNY. Yes, sir; this is for the regular current work of the commission in recruiting the service. 3 |
