PASSED AT A REGULAR SESSION OF THE GENERAL ASSEMBLY
WHICH WAS BEGUN AND HELD IN THE CITY OF FRANK-
FORT ON TUESDAY THE FIFTH DAY OF JANUARY,
NINETEEN HUNDRED AND FOUR.

CHAPTER 1.

AN ACT to provide for the collection and exhibition of the resources of the Commonwealth of Kentucky at the Louisiana Purchase Exposition, at St. Louis, Missouri, and making an appropriation therefor.

Be it enacted by the General Assembly of the Commonwealth of Kentucky:

§ 1. That the Governor of the Commonwealth of Kentucky be, and he is hereby authorized and directed, by and with the consent of the Senate, and within twenty days of the passage of this act, to appoint a commission to be known as the Kentucky Louisiana Purchase Exhibition Commission. Such commission shall consist of fifteen members, all of whom shall be residents of Kentucky.

for furnishing and maintaining same, and for making
an exhibit of the natural resources, commercial ad-
vantages, mechanical appliances, educational and artis-
tic progress, agricultural, mineral and forestry interests,
and all other interests and industries of the Common-
wealth of Kentucky, and to take charge of the same, and
disburse the appropriations hereinafter made.
It may
appoint as officers and employes, such persons as in its
judgment are absolutely necessary for the carrying out
of the purposes of this act, including the right to dele-
gate to an executive committee of its own number, con-
sisting of not more than five persons, the duty and
power to execute any and all plans that may be devised
or ordered by such commission. Such commission shall
meet at such time and place as the Governor may ap-
point, and organize by the election of a president, vice-
president, and secretary. A majority of such con:mis-
sion shall constitute a quorum for the transaction of
business. Said commission shall have power to make
rules and regulations for its own government, not in
conflict with the laws of this Commonwealth, or the
laws and rules governing said Exposition. Any
vacancy occurring in said commission shall be filled by
the Governor, in conformity with the provisions hereof.
The members of the commission herein created shall
receive no compensation for their services, but they shall
be paid out of the money herein appropriated, all their
actual and necessary expenses while away from their
homes engaged in the work of the commission. Provided,
no one member of the commission shall draw a sum total
exceeding two hundred and fifty dollars ($250) as ex-
penses, while acting as commissioner.

§ 3. Said commission shall have charge of the interests of this Commonwealth and its citizens in the

collection and exhibition at said Exposition of the manufactures, arts and natural and industrial progress of this Commonwealth, and exhibits of any kind illustrating its history, progress, moral and material welfare, growth, enterprise and development, and all other matters tending to advance the interests, representation, and prosperity of this Commonwealth at said Exposition. It shall collect and disseminate throughout the State, all necessary. information regarding said Exposition, and in general have and exercise full authority in relation to the representation of the Commonwealth of Kentucky, and its eitizens in the Louisiana Purchase Exposition.

$ 4. The sum of Seventy-Five Thousand Dollars, $75,000 apor SO much thereof as may be necessary for carrying out the purpose expressed herein, be, and the same is hereby appropriated out of any money in the treasury not otherwise appropriated. Provided, The Kentucky Exhibit Association shall first convey to the commissioners established by this act, all rights, franchises, concessions, records, funds, and property that now, or may come in its possession, and provided, further, that this commission shall assume all debts, liabilities, contracts, and obligations, now in force by the Kentucky Exhibit Association.

$5. Each member of said commission shall, before Bond. he enters upon the discharge of his duties herein named, execute to the Commonwealth of Kentucky a bond, to be approved by the Governor, to faithfully discharge the duties required of him by this act, and upon failure to comply with any of the provisions of this act, he shall be held responsible on his official bond to the Commonwealth, and for all unnecessary and exorbitant fees, wages and salaries paid to officers, agents and employes, appointed by this commission or by their agent, or

agents, said commission shall be held jointly and severally liable on their official bonds to the Commonwealth; suit to be brought in the Franklin Circuit Court.

§ 6. The expenditures herein authorized shall be paid by the State Treasurer upon the warrants of the auditor, who shall draw his warrants on the order of the president of said commission, and the approval of the Governor. The auditor shall prepare proper vouchers to show the claims of the members for their actual expenses. The affidavit of the claimant and the approval of the president shall be deemed sufficient evidence of the claims, and in no event shall the Commonwealth of Kentucky be liable for any sum in excess of the appropriation hereby made, by any act of the officers, agents, employes, body or board created by this act, or authorized by its provisions. Any excess of said appropriation and the proceeds of the sale of such buildings, or building materials, or any other property belonging to the Commonwealth of Kentucky, that it may be proper to sell, shall be paid into the treasury and held as a part of the general fund of this Commonwealth.

§ 7. All payments must be made upon authorized vouchers, approved by the president and secretary, and no claim against the Commonwealth shall be paid except such as shall have been duly presented to the commission, audited and allowed.

§ S. At the close of their service, or at any time required by the Governor, a statement shall be made of all exhibits of the Commonwealth, or the citizens thereof, or the awards made on such exhibits and such matters as the said commission may deem valuable to the people of the Commonwealth of Kentucky, together with a list of all receipts and disbursements, with proper Vouchers therefor. All reports required to be made by said commission shall be verified.

§ 9. When the Louisiana Purchase Exposition shall have been closed, said commission is hereby authorized to sell and dispose of the buildings and other property in the Exposition at St. Louis belonging to the Commonwealth of Kentucky; and with the approval of the Governor, the exhibits and other movables, which may be of sufficient interest to justify same, may, with the approval of the Governor, be returned to the Commonwealth of Kentucky and placed on permanent exhibition, as may, in the estimate of this commission, best subserve the Commonwealth and its citizens. The accounts of said commission shall be fully settled and its fiual report to the Governor made, within six months. after the close of said exposition.

§ 10. Said commission shall report to the Governor from time to time as may be required, giving a detailed statement of expenditures and liabilities; and at the close of said exposition shall make a complete and final report of its acts and doings. Said report shall be sworn to by the president and secretary of said commission; and said final report shall, by the Governor, be submitted to the General Assembly. The commission shall keep a record of the by-laws, orders and proceedings, which record shall at all times be open for inspection by the Governor, or any person detailed by him to examine the same, or any citizen of the State of Kentucky.

11. This act shall take effect from and after its passage and approval by the Governor, because the emergency requires that steps be taken immediately to complete the necessary buildings, collect the exhibits, and install them in time for the opening of said exposition.
