Proceedings of the Commissioners of the Sinking Fund, at a Meeting Held in Room 16, City Hall, at 11 o'clock A. M., on Wednesday, March 16, 1904.

Present-George B. McClellan, Mayor; Edward M. Grout, Comptroller; Patrick Keenan, Chamberlain; Charles V. Fornes, President, Board of Aldermen, and John T. McCall, Chairman Finance Committee, Board of Aldermen.

The Comptroller presented a report of the Engineer of the Department of Finance relative to the general preliminary plans submitted by the Commissioner of Docks for the ferry terminal facilities at St. George, Borough of Richmond.

President Cromwell appeared before the Board and requested that the matter be postponed for a week, in order that he may have an opportunity to study the plans.

On motion of the President of the Board of Aldermen, the consideration of the report was postponed until Wednesday, March 23, 1904.

The following communication was received from the Commissioner of Docks relative to a lease of a portion of the Pier at the foot of West Thirty-ninth street,

North river, Borough of Manhattan, to the New York Butchers Dressed Meat Company:

NEW YORK, March 4, 1904.

Hon. GEORGE B. MCCLELLAN, Mayor, and Chairman of the Commissioners of the Sinking Fund:

SIR-I beg to recommend that the Commissioners of the Sinking Fund consent to and approve of the execution by the Commissioner of Docks of a lease to the New York Butchers Dressed Meat Company of 150 feet on the north side at the inner end of the pier foot of West Thirty-ninth street on the North river in the Borough of Manhattan, the lease to commence on the first day of the month following its approval by the Commissioners of the Sinking Fund, and to be for a term of ten years at a rental of $1,575 per annum, the lessee to have the privilege of a renewal for a further term of ten years at an advance in the rental of 10 per cent. per annum over the rental for the first term. The remaining terms and conditions of the lease to be similar in every respect to those contained in leases of wharf property now in use by this Department.

The New York Butchers Dressed Meat Company now occupies the 150 feet of the north side, inner end of the West Thirty-ninth street pier under a permit during the pleasure of the Commissioner, at a rental of $1,200 per annum. A lease of 200 feet of the southerly side of the same pier is held by one Michael Egan for a term of ten years, the lease granting privilege for the maintenance of a dumping board, at a rental of $1,250 per annum.

In connection therewith the Comptroller offered the following resolution:

Resolved, That the Commissioners of the Sinking Fund hereby approve of and consent to the execution by the Commissioner of Docks, of a lease to the New York Butchers Dressed Meat Company, of one hundred and fifty feet on the north side at the inner end of the Pier foot of West Thirty-ninth street, on the North river, in the Borough of Manhattan; the lease to commence on April 1, 1904, and to be for a term of ten years, at a rental of fifteen hundred and seventy-five dollars ($1,575) per annum, the lessee to have the privilege of a renewal for a further term of ten years, at an advance in the rental of ten per centum per annum over the rental for the first term; the remaining terms and conditions of the lease to be similar in every respect to those contained in the leases of wharf property now in use by the Department of Docks and Ferries, and as recommended by the Commissioner of Docks in communication dated March 4, 1904.

Which was unanimously adopted.

The following communication was received from the Department of Street Cleaning, relative to a renewal of the lease of premises at Nos. 59 and 61 West Sixty-sixth street, Borough of Manhattan:

NEW YORK, February 25, 1904.

Hon. GEORGE B. MCCLELLAN, Mayor, Chairman, Board of Sinking Fund Commissioners: SIR-I request the consent and approval of your Board, pursuant to section 541 of the Greater New York Charter, for a renewal of the lease from the St. Nicholas Skating and Ice Company (office Nos 53 to 69 West Sixty-sixth street) of the two stores of the premises known as Nos. 59 and 61 West Sixty-sixth street, in the Borough of Manhattan, for another term of one (1) year from May 1, 1904; and otherwise upon the same terms and conditions as contained in the existing lease.

In connection therewith the Comptroller offered the following resolution: Resolved, That the Commissioners of the Sinking Fund hereby approve of and consent to the execution by the Commissioner of Street Cleaning of a renewal of a lease to the City from the St. Nicholas Skating and Ice Company, of the two stores of the premises Nos. 59 and 61 West Sixty-sixth street, Borough of Manhattan, for use as a section station, for a term of one year from May 1, 1904, at an annual rental of seven hundred dollars ($700), payable quarterly and on the same terms and conditions as contained in the existing lease-the Commissioners of the Sinking Fund deeming the said rent fair and reasonable and that it would be for the interests of the City that such lease be made.

Which was unanimously adopted.

The following communication was received from the Department of Street Cleaning, relative to a renewal of the lease of premises at No. 120 East Thirtysecond street, Borough of Manhattan:

NEW YORK, February 25, 1904.

Hon. GEORGE B. MCCLELLAN, Mayor, Chairman, Board of Sinking Fund Commissioners: SIR-I request the consent and approval of your Board for a renewal of the lease, pursuant to section 541 of the Greater New York Charter, from James P. Lee (No. 25 Broad street), of the first and second floors of the premises known as No. 120 East Thirty-second street, in the Borough of Manhattan, for

another term of one (1) year from May 1, 1904; and otherwise upon the same terms and conditions as contained in the existing lease.

Approved for renewal upon the same terms and conditions as are in present existing lease.

Lee, of the first and second floors of premises known as No. 120 East Thirty-second street, Borough of Manhattan, for a term of one year from May 1, 1904, at an annual rental of thirteen hundred and fifty dollars ($1,300), payable quarterly, otherwise upon the same terms and conditions as contained in the existing lease; the Commissioners of the Sinking Fund deeming the said rent fair and reasonable, and that it would be for the interests of the City that such lease be made.

Which was unanimously adopted.

The following communication was received from the Department of Street Cleaning relative to a lease of premises at No. 303 East One Hundred and Tenth street, Borough of Manhattan:

NEW YORK, February 19, 1904.

Hon. GEORGE B. MCCLELLAN, Mayor, Chairman, Board of Sinking Fund Commissioners: SIR-I request the consent and approval of your Board, pursuant to section 541 of the Greater New York Charter, for a renewal of the lease from Lizzie Silverberg (Nos. 490-492 Pearl street), of the first floor, cellar and yard of the premises No. 303 East One Hundred and Tenth street, in the Borough of Manhattan, City of New York, for another term of two (2) years, from May 1, 1904, at the annual rental of $360, payable quarterly; otherwise upon the same terms and conditions as contained in the existing lease.

Original lease authorized February 19, 1901, at an annual rental of $300. This renewal is at the annual rental of $360, and as it is a reasonable rent, I respectfully recommend that the Commissioners of the Sinking Fund adopt a resolution authorizing a renewal of said lease for a term of two years, from May 1, 1904, at an annual
