There is evidently an error in this request for a renewal on the part of the Police Department, for the rent heretofore paid has been $30 per month, the lease having been authorized by the Commissioners of the Sinking Fund at a meeting held November 12, 1902 (see minutes, Sinking Fund, page 958). I would respectfully recommend that the Commissioners of the Sinking Fund adopt a resolution authorizing a renewal of this lease for a period of one year, at an annual rental of $360, payable monthly, the Commissioners of the Sinking Fund not having acted upon the proposition of H. W. Meyer for a station house and stable for the Seventyseventh Precinct station.

Resolved, That the Comptroller be and is hereby authorized and directed to execute renewals of leases to the City of the following premises for use of the Police Department as hereinafter described, otherwise upon the same terms and conditions as contained in the existing leases:

I. Premises No. 106 East One Hundred and Twenty-sixth street, Borough of Manhattan, for a term of one year, from May 1, 1904, at a monthly rental of fifty dollars and sixteen cents ($50.16). Mrs. J. R. Foley, lessor.

2. Premises No. 508 East One Hundred and Twenty-second street, Borough of Manhattan, for a term of one year, from May 1, 1904, at an annual rental of six hundred dollars ($600). Frederick Schmidt, lessor.

3. Premises Nos. 384 and 386 Bridge street, Borough of Brooklyn, for a term of one year, from May 1, 1904, at a rental of fifty dollars ($50) per month. James Campbell, committee, etc., lessor.

4. Premises No. 5 Vine street, Borough of Brooklyn, for a term of one year, from May 1, 1904, at an annual rental of six hundred and fifty dollars ($650), payable quarterly. William M. Van Anden, lessor.

5. Premises on southwesterly side of East Ninety-fourth street 100 feet southeasterly from Avenue G, in the Thirty-second Ward, in the Borough of Brooklyn, for a term of one year, from May 1, 1904, at an annual rental of one hundred and eighty dollars ($180), payable quarterly. 6. Premises corner of Coney Island and Foster avenues, Borough of Brooklyn, for a term of one year, from May 1, 1904, at an annual rental of nine hundred and sixty dollars ($960). James Burrell, lessor.

7. Premises No. 84 Fourth street, Long Island City, Borough of Queens, for a term of one year, from May 1, 1904, at an annual rental of seven hundred and twenty dollars ($720). Thomas Hopkins, lessor.

8. Premises on Broadway, near Mott avenue, Far Rockaway, Borough of Queens, for a term of one year, from May 21, 1904, at an anual rental of one thousand dollars ($1,000). Mary E. Hines, lessor.

9. Premises front and rear buildings Nos. 16 and 18 Smith street, Borough of Brooklyn, for a term of one year, from May 1, 1904, at an annual rental of five thousand two hundred dollars ($5,200). The New York and New Jersey Telephone Company, lessors.

10. Premises on northwest corner of Myrtle avenue and Sherman street, Glendale, Borough of Queens, including vacant lot adjoining, for a term of one year, from May 1, 1904, at an annual rental of six hundred dollars ($600). Jacob Blank, agent, lessor.

The stable on rear of lot adjoining No. 1874 Myrtle avenue, Glendale, Borough of Queens, for a term of one year, from January 24, 1904, at a rental of thirty dollars ($30) per month. Henry J. Glasser, lessor,

--the Commissioners of the Sinking Fund deeming the said rents fair and reasonable and that it would be for the interests of the City that such leases be made.

Resolved, That the Corporation Counsel be and is hereby requested to prepare a lease to the City from Edward M. Muller, of premises on Richmond terrace, near Van street, West New Brighton, S. I., for the use of the Police Department, for a term of one year from May 1, 1904, at an annual rental of fifteen hundred dollars ($1,500), payable quarterly, the lessor to pay any and all charges for water supplied on said premises during the term of the lease, otherwise upon the same terms and conditions as contained in the existing lease; and the Commissioners of the Sinking Fund deeming the said rent fair and reasonable, and that it would be for the interests of the City that such lease be made, the Comptroller be and is hereby authorized and directed to execute the same when prepared and approved by the Corporation Counsel, as provided by sections 149 and 217 of the Greater New York Charter.

Resolved, That the Corporation Counsel be and is hereby requested to prepare a lease to the City from Mary E. Corry, executrix of premises Nos. 17 and 19 Beach street, Stapleton, S. I., for the use of the Police Department, for a term of one year from May 1, 1904, at an annual rental of fifteen hundred dollars ($1,500), payable quarterly, the lessor to keep the buildings on the premises and the cells in said buildings in good order and repair during the term of the lease, except as to such repairs as may be made necessary by the misconduct or negligence of the occupants or inmates of such cells or premises, or of the lessee, its agent, officer or servant; the lessor is also to pay the charges for the water supplied on said premises during the term of the lease, otherwise upon the same terms and conditions as contained in the existing lease; and the Commissioners of the Sinking Fund deeming the said rent fair and reasonable, and that it would be for the interests of the City. that

such lease be made, the Comptroller be and is hereby authorized and directed to execute the same when prepared and approved by the Corporation Counsel, as provided by sections 149 and 217 of the Greater New York Charter.

The report was accepted and the resolutions severally unanimously adopted.

The Comptroller presented the following report and offered the following resolution, relative to a renewal of the lease of premises on Jamaica avenue, running through to Sunnyside avenue, near Vermont street, Borough of Brooklyn, for the Department of Water Supply, Gas and Electricity:

Hon. EDWARD M. GROUT, Comptroller:

February 25, 1904.

SIR-The Commissioner of the Department of Water Supply, Gas and Electricity, in a communication under date of February 19, 1904, requests the Commissioners of the Sinking Fund to authorize a renewal of the lease of premises owned by Mrs. Regina Midas, now occupied by the Department of Water Supply, Gas and Electricity as a repair yard, located on Jamaica avenue, in the Borough of Brooklyn, which lease expires May 8, 1904, for the use of the said Department for a period of five years from May 8, 1904, at an annual rental of $1,020, payable monthly, the lessor to pay all taxes and water rents.

The Commissioners of the Sinking Fund at a meeting held May 7, 1902 (see minutes Sinking Fund, pages 437 and 438), authorized the present existing lease, at an annual rental of $600. The present request for a renewal would be an increase of $420 and an increase in time from one year to five years. The lessor states that the reason he requires an increased rental is because the Department of Taxes and Assessments have increased his valuation to such an extent as to make an increase of $35 a month for rent a necessity.

Regina Midas, through her attorney, in a communication under date of January 14, 1904, addressed to the Deputy Commissioner of Water Supply, Gas and Electricity in the Borough of Brooklyn, states in part as follows:

"Should you desire to acquire the property its dimensions are as follows: "Front on Jamaica avenue, 158 feet 9 inches.

"Front on Sunnyside avenue, 143 feet 8 inches.

"Depth on westerly side, 309 feet.

"Depth on easterly side, 256 feet.

"-or about twenty-three city lots.

"The buildings on the premises are as follows:

"One house, containing six rooms and cellar: two stories.

"One stable with six stalls for horses.

"Two wagon sheds with room for four wagons.

"One open shed for storage purposes.

"My price for this plot is $15,000."

The Deputy Commissioner in the Borough of Brooklyn, in a communication to the Commissioner of Water Supply in reference to a renewal of this lease, in part says as follows:

"I beg to enclose report of the Superintendent of Repairs recommending a new lease for five years, at the rental asked by Mrs. Midas-$85 per month.

"Upon the facts stated in this report I would recommend the preparation of such a lease. I would also suggest that steps be taken to purchase this property, if such a course meets with your approval."

I have caused an examination to be made of the premises in question upon the request for a renewal of this lease for an increased rent and period of time, and would report that under the present conditions the Commissioners of the Sinking Fund may properly adopt a resolution authorizing a lease of the premises with the buildings thereon, situate in the Borough of Brooklyn, bounded and described as follows:

Beginning at a point on the northwesterly side of Jamaica avenue 139 feet II inches northeasterly from the northeasterly corner of Jamaica avenue and Vermont street; running thence northwesterly 309 feet 4 of an inch to the southerly side of Sunnyside avenue to a point distant 44 feet 54 inches easterly from the southeasterly corner of Sunnyside avenue and Vermont street; running thence easterly along the southerly side of Sunnyside avenue 143 feet 7 2-3 inches; thence southeasterly 256 feet 1 inch to the northwesterly side of Jamaica avenue; thence southwesterly along the northwesterly side of Jamaica avenue 158 feet 9 inches to the point or place of beginning,

-for a period of five years from May 1, 1904, at an annual rental of $1,020, payable monthly, which rent is reasonable and just. Said resolution and lease to contain a clause that at any time prior to the 15th day of August, 1904, the lessee may purchase the property herein described, together with the streets and avenues in front thereof to the centre thereof for the sum of $15,000, upon giving thirty days' notice in writing, which sum of money for the aforesaid property is a reasonable and just amount for the City to pay for the acquisition thereof.

and twenty dollars ($1,020), payable monthly, the lease to contain the clause, "that at any time prior to the 15th day of August, 1904, the lessee may purchase the property herein described, together with the street and avenues in front, to the centre thereof, for the sum of fifteen thousand dollars ($15,000)" upon giving thirty days' notice in writing; and the Commissioners of the Sinking Fund, deeming the said rent fair and reasonable and that it would be for the interests of the City that such lease be made, the Comptroller be and is hereby authorized and directed to execute the same when prepared and approved by the Corporation Counsel, as provided by sections 149 and 217 of the Greater New York Charter.

The report was accepted and the resolution unanimously adopted.

The Comptroller presented the following report and offered the following resolution, relative to a renewal of the lease of premises Nos. 200 to 213 East Twentythird street, Borough of Manhattan, for the use of the College of The City of New York:

Hon. EDWARD M. GROUT, Comptroller:

February 25, 1904.

SIR-The College of The City of New York, by its Secretary thereof, in a communication under date of February 3, 1904, requests a renewal of the lease of premises Nos. 209 to 213 East Twenty-third street, in the Borough of Manhattan, known as the Cass Building, for a term of two years from May 1, 1904, at an annual rental of $14,500, provided that if the property is not required after May 1, 1905, notice shall be given on or before January 1, 1905, and that thereupon the City be freed from the obligation of the lease after May 1, 1905, upon the payment of the difference between the rental of $14,500 and the sum of $11,000; that is to say, $3,500.

At a meeting of the Commissioners of the Sinking Fund held February 19, 1901 (See minutes Sinking Fund, page 62), a resolution was adopted authorizing the execution of a lease from the trustees of the Cass Realty Corporation of the building known as No. 209 East Twenty-third street, Borough of Manhattan, excepting therefrom onehalf of the basement and the entire first floor, to be used as an annex to the College of the City of New York, for a term of three years from May 1, 1901, at a yearly rental of $14,500, the lessor to furnish light and heat until 5 p. m. and janitor service, the rent to be paid quarterly, at the end of each quarter, the lessee to have the right to pay the interest on the mortgage on said premises in case of default on the part of the lessors and to deduct the amount so paid from the rent.

I would respectfully recommend that the Commissioners of the Sinking Fund adopt a resolution authorizing a renewal of this lease for a period of two years, in accordance with a resolution of the Board of Trustees of the College of the City of New York adopted January 18, 1904, the lessors to furnish light and heat until 5 p. m. and janitor's service, and have the right to pay the interest on the mortgage on said premises in case of default of the lessors and to deduct the amount so paid from the rent.
