STATEMENT OF REAR ADMIRAL H. I. CONE, CHIEF, BUREAU OF STEAM ENGINEERING.

The CHAIRMAN. Admiral, the first item in which you are interested is on page 94 of the bill, Bureau of Steam Engineering. "Steam machinery: For completion, repairing, and preservation of machinery and boilers of naval vessels," etc., and the language is the same and the amount is the same as last year. Did you have any unexpended balance?

Admiral CONE. Yes, sir. I had a considerable unexpended balance. I have a statement here that shows more or less in detail how that money was expended. There was an unexpended balance of about $252,000. I have asked for the same amount this year for two reasons, one is that this unexpended balance is partially caused by the fact that we did not have to make any large renewals in boiler installation in large ships during the year, but for this and the next year a number of extensive renewals will be necessary as a great many of the ships will be 10 or 12 years old. At the rate we are running this year there is not much prospect of any balance.

The CHAIRMAN. You will have a greater demand on you in the next year than in the past year?

Admiral CONE. Yes, sir; we will undoubtedly. The number of ships is increasing quite rapidly. Of course, some of this balance could have been spent, probably to the advantage of the Navy, but the aim has been, as I have stated here each year, to so conduct affairs that money would not be injudiciously expended in order to absorb a balance.
