EDITORIAL PREFACE.

The present volume of Decisions of the Department of the Interior relating to appeals in pension claims and to the laws granting and governing pensions is submitted to the public in the confidence that it is a befitting addition to the series of similar volumes already published. It is the result of a painstaking effort to select from the large bulk of decisions prepared by the Board of Appeals in the course of the preceding year, under the supervision and with the approval of the Assistant Secretary, such rulings as shall throw additional light upon the pension system in its practical application and as may thereby give accuracy and insure increased uniformity to the precedents by which the Department is guided. The results of this work are believed to be as perfect as the circumstances under which they are produced will allow; and it is hoped that this volume will be welcomed with a degree of public approbation equal, at least, to that which has been accorded to its predecessors in the series.
