IGHT thousand building lots (each 25x100 feet) are soon to be thrown open to industrial and residential development in Middlesex County, New Jersey, just outside the Metropolitan District of New York City, the boundaries of which are coterminous with those of the Port of New York. Jamesburg Park is the name of this new suburb of New York City, adjoining which is Helmetta Park, a part of the same development, links in the chain of new communities that will eventually merge the limits of Greater New York first with Trenton and finally with Philadelphia. Jamesburg Park and Helmetta Park are five minutes' walk from Helmetta Station and ten minutes' walk

from the Jamesburg Station of the Pennsylvania Railroad, which railroad also parallels the property for a distance of three miles. When the Intercoastal Ship Canal is completed the Jamesburg railroad station will be moved to a point about 600 feet nearer to Jamesburg and Helmetta Parks than it now is.

Jamesburg and Helmetta Parks are important sections among the many that the city of New York is constantly giving impetus to the development of, in order to give needed space to its rapidly increasing industries and for the construction of homes for those either employed in these new industries or in others within comparatively short space of them.

WHO THE OWNERS NOW ARE

The Property Owners Co-Operative Association of Middlesex County, Inc., is the name of the organization planning

the early development of Jamesburg and Helmetta Parks as well as a number of other sections located within New Jersey or on Long Island.

UNIQUE AND ATTRACTIVE FEATURES

There are a number of unique features that lend much more than ordinary interest to the making of the Borough of Jamesburg Park. Industries desiring suitable sites for the location of their plants so close to Greater New York as to be a part of it, will find at Jamesburg Park as muchand a great deal more to attract them than is offered elsewhere. They will realize that they cannot afford to overlook the advantages that Jamesburg and Helmetta Parks offer. Factories and mills each employing from fifty to upwards of hundreds of people will be given, in the early stages of this development, free sites, with-take notice!— free use of water for five years, free use of electricity for five years, freedom from taxation for five years, and five within a radius of fifteen miles. years' free use of bus transportation to and from the plants What more could be asked? Nevertheless, much more is offered. Industries that have reasonable promise of permanency, but which may be restricted in their development because of lack of sufficient capital, will be able to borrow on favorable terms from the Property Owners Co-Operative Association of Middlesex County, Inc., long time loans adapted to their needs. Not only this, but, realizing that the prosperity of the plant means the growth of Jamesburg and Helmetta Parks, in

dustrially and residentially, the P. O. C. A. of M. C. will lend its aid in every legitimate manner to assist in the progress of the plants that locate there. There will be a true community interest shown by the Association in furthering the welfare of the smallest industry and the humblest family that avails of its generous and unusual facilities and attractions, just as much so as stronger plants and more prosperous families will find a true friend in the Association. The Association also intends to assist in the same way in the establishment of stores and general businesses under the co-operative plan.

ASSOCIATION WILL BENEFIT

- Unusual as are the helps that the Association stands ready to extend to those who become a part of its new community, it is not intended for one single moment to justify the impression that these are offered at sacrifices or losses to the Association; quite the contrary, as every offer that is made has been carefully considered from every angle in advance of its making, and only after it has been demonstrated from calculations carefully checked up that the offerings will be profitable to the Association and its large number of members is it made. Manufacturers, therefore, in considering what is offered will realize that they are conferring a benefit on the Association in their acceptance of what it offers them.

OWNERS ALL OVER UNITED STATES AND CANADA Let it clearly be understood that the Association is, as its name implies, an organization of property owners whose object is to improve and thereby create a market for those properties which were originally handled by syndicates and sold to various publishing houses in Boston and Philadelphia who in turn re-sold them in connection with various books they were distributing throughout the country. Thus the owners of them are scattered all over the United States and Canada, and their number closely approaches 2,000. A half dozen sections of land in different parts of New Jersey and on Long Island are owned by the Association, being unimproved at the time of their purchase. The land at Jamesburg and Helmetta Parks is of a rolling character and varies from 75 to 125 feet in height from the sea level. All of these properties are high and dry, but some of them

are at present regarded as too far away from New York City for development, besides which the transportation facilities are not sufficiently adequate for them to command a market. This explains why it is that Jamesburg Park and Helmetta Park have been selected by the lot owners in all of the half dozen sub-divisions for first improvement, a ready market being afforded when their improvements are completed-and it is proper here to note that the property is not to be offered for industrial and home sites until the improvements and facilities are in readiness. Preliminary to that, and as the improvements progress, a publicity plan will be inaugurated to cover from twelve to eighteen months, during which prospective purchasers will be able to familiarize themselves in every way with the section in which they are considering the casting of their lots.

EXCHANGE OF LOTS FACILITATED

It was agreed among the lot owners that notwithstanding lots in Jamesburg Park and Helmetta Park sub-divisions are much more valuable because of their location for immediate development, the privilege was to be extended to other lot owners to exchange their lots on an equal basis, lot for lot, for improved lots in Jamesburg Park and Helmetta Park, providing owners co-operate with the Association in the development of Jamesburg and Helmetta Parks. The result of this offer is that at the present time hundreds of lot owners have already taken advantage of it. In fact a number of lot owners are enjoying their vacation on the property camping cut in tents during the warm season.

PURCHASERS FOR RESIDENCE PURPOSES SOUGHT While much has been said regarding industries, the same applies to purchasers of lots for residential purposes. When it is considered that the Association offers to home seekers free use of water for five years, free use of electricity for domestic purposes for five years, freedom from taxes on buildings for five years, and five years' free bus service to and from work within a radius of fifteen miles from their homes, it will be apparent that overhead expenses will be minimized for the householders during the most trying years of their occupancy of their new homes.

At Jamesburg and Helmetta Parks all improvements including gas, electricity, water, sewers, sidewalks and curbs, will be supplied by the Association. Gas mains will be laid by the gas company already located there, so that nothing will be lacking for the comfort and convenience of householders and manufacturers.

The Association has already dedicated a section of land. on the highest part of the property for park purposes, which will include an amusement pavilion and tennis courts for the recreation of residents.

The Association's water plant is already completed and it has been accepted by the State Board of Health. As it pumps 150 gallons of water per minute, or, 216,000 gallons every 24 hours, it meets all requirements.

The first unit of the electric plant has also been completed and has been approved by the Underwriters' Association for street and house lighting.

Out of a total of 22 miles of streets to be constructed about 7 or 8 miles are already completed, Stryker & Stryker, contractors, of Red Bank, New Jersey, having the contract. for their construction, work on the completion of which is steadily progressing.

MORTGAGE LOAN COMPANY

While it has been stated that the Association stands ready to assist financially in the development of industries located at Jamesburg and Helmetta Parks, it is also worthy of especial mention that the Association purposes forming a Mortgage Loan Company among its members, so as to make easy the gradual payment for their homes on monthly installment plans. In short, there is nothing that the Association can do that it will not most cheerfully and heartily do to promote the welfare of those who acquire property from it. The purposes and plans of development have long since passed the experimental stage, wherefore the success of the Association is abundantly assured.

NEARNESS TO NEW YORK GREATEST ASSET

The Association desires to emphasize the fact that its success is predicated largely upon that of the other 12,000,000 people located within an area of 75 miles, of which Jamesburg Park and Helmetta Park are the center.

The

city of New York is the largest manufacturing city in the world, the value of its manufactures during the last census year (1919) substantially exceeding five billion dollars. During the same year the imports and exports of the Port of New York exceeded five billion dollars in value; and it is worth recording that the Port of New York is larger in area, in the number of ships and the tonnage of ships entering and leaving, and in the bulk and value of its foreign commerce, than any other port in the world. The value of the foreign commerce of the Port of New York is six times greater than that of its nearest American competitor-New Orleans-and embraces upwards of 40 per cent of the entire foreign commerce of the United States, while its local or domestic commerce is practically incalculable.

TO IMPROVE PORT SYSTEMATICALLY

The States of New York and New Jersey have recently authorized, with the approval of Congress and the President, a bi-State body to be devoted wholly to the development of its port facilities, known as the Port of New York Authority. This Authority is about to begin extended improvements within the Port of New York, which includes nearly all of Northern and Central New Jersey, the outer beltline and one of the proposed stations on which within New Jersey runs extremely close to Jamesburg Park and Helmetta Park on the south. It is planned to systematize and co-ordinate the facilities of the port, so that each part will be connected with and in accord with all other parts, and so that the developments planned shall be more orderly and methodical than has ever before been attempted. Manifestly, an undertaking of this magnitude, affecting every part of the Metropolitan District of New York City, will have a favorable influence upon the development of Jamesburg and Helmetta Parks. It is plain, therefore, that Jamesburg Park and Helmetta Park have a distinct interest and deep concern in what promotes New York City or Port. The success of the plans for the benefit and development of the Port of New York will be felt in and become a part of the progress and development (Continued on page 18)
