a England has no continuing shipbuilding policy, but usually lays down each year 4 armored ships with a proportional number of smaller vessels, although during the current year this number was reduced to 2 armored vessels.

Germany has a continuing shipbuilding policy, authorized by the Reichstag, and extending to the year 1917. This authorization provides for the building between 1907 and 1917 of 16 battle ships, 12 armored cruisers, 22 smaller cruisers, and 132 torpedo vessels.

In making comparisons of naval strength, and particularly of naval increase, the fact should be taken into consideration that the rapidity of construction varies materially in different countries.

In England, Germany, and Japan battle ships and armored cruisers are completed in two to three years; in the United States from three to four years; and in France, Italy, and Russia not less than four years are required.

Table II includes vessels authorized, but not yet laid down, as well as those actually under construction.

The following table shows the number of officers of the English, French, German, Japanese, and United States navies at the present time and the number that the same navies would have under a distribution based upon Representative Hobson's bill. This table is based upon a statement showing the tonnage, personnel, etc., of the leading navies issued by the Office of Naval Intelligence under date of November 1, 1908. It should be noted, however, that in stating the tonnage of the various navies the following have been excluded: Vessels over twenty years old, unless they have been reconstructed and rearmed since June, 1900, transports, colliers, repair ships, converted merchant vessels or other auxiliaries, vessels of less than 1,000 tons except torpedo craft, torpedo craft of less than 50 tons. Apparently all the vessels would be included in determining the number of officers and enlisted men, as provided in Mr. Hobson's bill. The total tonnage of the United States is approximately 1,139,000 tons. There is added, therefore, a column showing number and distribution of officers and men based upon the actual total tonnage.

The number of officers given in the table for France, Italy, and the United States are the numbers allowed by law. In the cases of Great Britain and Germany the numbers
given are from the naval estimates for 1908-9 and probably represent the average numbers for the year. The numbers for Japan are from latest-data. The numbers for Austria
are from the annual report of the navy, 1908.

The United States has no engineer corps; in Great Britain the amalgamation of the executive branch with the engineers has begun.

d France, Italy, and Japan have no chaplains. Many of the British chaplains are also naval instructors.

e The warrant officers of the British and United States navies have no exact equivalent in other navies. The most closely corresponding positions are found in the navies of Germany and Italy; but the men holding these positions are more properly chief petty officers, having positions and duties between those of commissioned officers and enlisted men. 1 Of the enlisted personnel of Italy (27,500), only 20,492 are at sea; the remainder (7,008) are employed at shore stations. The number at sea per 1,000 tons is 71.9.

9 The navies of Great Britain and of the United States are the only ones in which there are enlisted men other than blue jackets for service on board ship; in the British navy the marine officers will be gradually replaced by naval officers who specialize for duty as marine officers.
