$490,100. This amount may be reduced to $286,700 by the elimination
of the 5-inch, the ships affected being Chicago, Olympia, Kearsarge,
Kentucky, Chattanooga, Galveston, Tacoma, Des Moines, Cleveland, and
Denver; a reduction of.....

H. R. 21569. FOR THE RELIEF OF SAMUEL GEE.

SIR: The department has received your letter of the 11th instant, inclosing H. R. 21569, and requesting the department's views and recommendation thereon.

The records of the department show that the service rendered by Samuel Gee during the civil war was in a civil capacity and was not, therefore, service of "an officer or enlisted man in the regular or volunteer forces during the civil war prior to April 9, 1865," and he does not come under the provisions of the act of June 29, 1906, which admits of advancement to the retired list.

In view of the above the department does not recommend the passage of the bill.

PROPOSED ADDITION TO THE ACT MAKING APPROPRIATIONS FOR THE NAVAL SERVICE UNDER "PAY OF NAVY, 1910."

SIR: I have the honor to transmit herewith the draft of a proposed additional clause in the naval appropriation bill now under consideration by your committee, and to recommend its incorporation under the caption "Pay of the navy."

The clause as recommended is based upon the act approved April 23, 1908, establishing a Medical Reserve Corps in the Army, and makes exactly similar provision for the Navy. No increased appropriation is involved beyond that authorized by existing statutes, as admissions to the Medical Corps of the Navy will be from the Medical Reserve Corps instead of from the corps of acting assistant

surgeons.

If this measure is enacted, it will secure to the Medical Department of the Navy adequate and efficient assistance and will make the services (army and navy) equally attractive to young men in civil life. This equality of attraction does not exist at the present time.

PROPOSED ADDITION TO THE ACT MAKING APPROPRIATIONS FOR THE NAVAL SERVICE

UNDER "PAY OF NAVY, 1910."

Provided, That a medical reserve corps, to be a constituent part of the Medical Department of the Navy, is hereby established under the same provisions, in all respects (except as may be necessary to adapt the provisions of said act to the navy), as those providing a Medical Reserve Corps for the Army and as set forth in the act to increase the efficiency of the Medical Department of the United States Army, approved April 23, 1908.
