for appropriations, 1910), with the exception of allowance for rations, which is shown in Table 5 herewith submitted.

The statement in Appendix "I," however, covers only 35,348 enlisted men, which number was actually in the service when the statement was made up. There is transmitted herewith a statement assimilating these figures to 42,000 enlisted men authorized by law, and which are included in the department's estimates for 1910.

All enlisted men of the navy are either furnished one ration a day or allowed to commute the same at 30 cents a day. Only chief petty officers and petty officers, first class, on receiving ships and at shore stations are permitted to commute the ration at the rate of 30 cents a day and mess themselves. Men on detached duty away from their ships where they are not able to get the benefits of this navy ration, or of purchasing rates obtained by pay officers, are allowed subsistence by the department, the amount depending upon the nature of the duty and the outlay necessary for daily subsistence. Thus, men at recruiting stations throughout the country are allowed $1 per day; in the case of traveling parties, when the expense is great, $1.25 and $1.50 per day; men at wireless stations, $1 per day; and a few hospital-corps men, whose duties will not permit them to join a regular mess, are allowed 75 cents per day. Where the men receive this subsistence they are not allowed the regular ration.

As regards the allowance for retired enlisted men of the navy, it appears that through a misunderstanding in the Bureau of Navigation such allowance has never been estimated for. On page 231, estimates of appropriations 1910, appears the item "Pay of 240 enlisted men on the retired list, $152,640." This estimate only included the pay proper of the enlisted men, while their allowances as fixed by law are as follows: Allowance in lieu of rations and clothing is $9.50 per month each, making a total of $27,360; allowance in lieu of quarters, fuel, and light is $6.25 per month, making a total of $18,000, which makes a grand total for pay and allowances. of the 240 enlisted men on the retired list of $198,000, instead of $152,640.

No estimate was submitted by the Bureau of Navigation to cover 'Honorable discharge gratuities." It is estimated that $571,538 will be required to cover "Honorable discharge gratuities" for the fiscal year 1910.
