high, and also on the southern side; otherwise we would not have any control of the outsiders and we would have all sorts of difficulty with them. It is an absolute necessity.

The CHAIRMAN. How high are the fences?

Admiral Ross. Eight feet high and they will cost $5 a foot.

The CHAIRMAN. How about the garbage crematory; what is that going to cost?

Admiral Ross. That will cost $6,500.

The CHAIRMAN. Is there much grading to be done at the station? Admiral Ross. If you will look at the pictures you will see the amount of grading that will be required in order to hold in the banks, which are 70 feet high. At the same time, although 70 feet above the level of the lake, we are in a mass of blue clay. During the wet weather that material is held in suspension and during the dry weather it is so hard that you can hardly break it up with a pick. Consequently, this whole parade ground will have to be graded and tile drained; in our system of drains we have arranged to take off this drainage, and not only the parade ground, but all roads and sidewalks will have to be drained on account of this blue-clay formation. That is covered in the last item.

The CHAIRMAN. Please put in a statement of the expenditures at this station.

Admiral Ross. Yes, sir.

The CHAIRMAN. You are building a first-class station?

Admiral Ross. I do not think there is anything better in the country or in the world, so far as that is concerned. When you consider that we have nearly 12,000,000 cubic feet of space surrounded by brick walls at a cost of 18 cents a foot, I do not think it can be surpassed by any government work in this country.

Mr. DAWSON. For economy?

Admiral Ross. Yes, sir.

Mr. HOBSON. What do you mean by cubic feet?
Admiral Ross. The cubical contents of each building.

Mr. HOBSON. The interior contents?

Admiral Ross. Yes, sir; the interior contents which you usually base your figures on, so much per cubic foot; and I can file a full statement of the size of the buildings, their cubical contents, their cost per cubic foot, and area, and also the condition of each building at the present time.

The CHAIRMAN. I wish you would do it, because this appropriation will complete the whole proposition.

Under" Supplies and accounts," you are asking for a cold storage and refrigerating plant?

Admiral Ross. That is under the main galley of the mess hall for the main group of buildings. The railroad will run tracks in to supply perishable meats and vegetables and we will have to have a refrigerating plant.

The CHAIRMAN. What have you to say in regard to the general storehouse?

Admiral Ross. That is an absolute necessity. We have a paymaster at work on it now getting up the lists and specifications for fittings and furniture.

1. There has been let three contracts for buildings, one for 4 officers' houses, which contract is completed; one contract for 10 buildings, which contract is 67 per cent completed, and one contract for 12 buildings, which contract is 82 per cent completed.

2. In general, all of the buildings are under roof with the exception of the mess hall. On this latter building only the piles have been driven, and these piles have been rejected. Nothing more can be done to this building this year, but foundations will be put in in the spring, and the building, which is one story only, will be pushed rapidly, and probably will be finished by August or September. All of the steel, terra cotta, etc., which goes in this building is on the site.

3. The condition of the work on the individual buildings is as follows:

Administration building. All of the brickwork is completed except about 6 feet on top of tower and a small amount around steps and entrances. This brickwork will be finished this month. Concrete roofs and floors and tile partitions are in, and building is glazed and ready for the plastering and finishing work to proceed during the winter.

Instruction building.-All brickwork is completed, and concrete roofs and floors will be completed within a few days. The tile partitions are about half completed. Building will be glazed and work of finishing carried on during the winter.

Four dormitories.-Brickwork and terra-cotta partitions are finished, and buildings are now being glazed. Plastering and finishing will be carried on during the winter.

Mess hall. The piles only are in place, and these are rejected. Drill hall.-Brickwork, concrete roof, and steel work are completed. The concrete floor, which rests on ground, will not be put in until next spring.

Guardhouse.-Brickwork and concrete floors and roofs and tile partitions are in place. Building is glazed and work can now be carried on during cold weather.

Power house.-Brickwork is completed, stack is about half completed, concrete roof has been placed, and concrete floors will be placed this month. Work on this building will be carried on during the winter.

4. On the contract for 12 buildings, the Northern Construction Company, contractor, the condition is as follows:

Receiving building. The plastering in this building will be completed within a few days. The building is glazed, and trim will be put in this winter.

Receiving galley. The condition is the same as the receiving building.

Six receiving dormitories.-There is no plastering in these buildings. They are complete except for placing trim, plumbing fixtures, and finished work. The trim and plumbing fixtures are now being placed. Stable. This building is all plastered. Trim is now being placed. Brig. This building is all plastered and the work of placing trim will be started very shortly.

General storehouse.-Building is all plastered and glazed, and the work of placing trim will be started at once.

There still remains to be constructed six officers' houses, commandant's house, and receiving guardhouse. New plans are being drawn for this work, because the bids received on old plans exceeded the money available. The appropriation for buildings suffered a loss of nearly $11,000, due to the defaulting of the contractor for the construction of four officers' houses, which required these buildings to be relet at a figure above the original contract price.

The building of the hospital group, coming under "Medicine and surgery" appropriation, will be ready for letting in January.
