MINUTES OF THE TENTH ANNUAL MEETING

OF THE

FEDERATION OF LOCAL BAR ASSOCIATION

FOR THE

FOURTH SUPREME JUDICIAL DISTRICT OF ILLINOIS

Held at

JACKSONVILLE, OCTOBER 10, 1925

The regular meeting of the Federation of the Local Bar Associations for the Fourth Supreme Judicial District of Illinois, convened at the Court House, in the City of Jacksonville, at ten thirty o'clock A. M., October 10th, 1925, the same being the date fixed by the President of the State Bar Association in conjunction with the President of the Federation of Local Bar Association and pursuant to the constitutional provision, President John J. Reeve, presiding.

Roll call showed delegates present from, Fulton, Schuyler, Adams, Mason, Morgan and Cass Counties.

Members of the Bar present from outside of the district were: President John R. Montgomery, Chicago; R. Allen Stephens, Sydney S. Breese, Springfield; George H. Webb, Springfield; Judge Harry Higbee, Pittsfield; C. C. Carter, Bluffs, and A. W. Summers, Eldorado.

Judge Owen P. Thompson, Jacksonville, welcomed the visiting members of the bar in a very able address and was responded to by Judge Charles E. Martin of Virginia.

William H. Dieterich of Beardstown, presented a comprehensive address on "The Work of the American Law Institute."

Supreme Court Justice Floyd E. Thompson, of Rock Island, supplemented the address of Mr. Dieterich by giving some interesting information concerning the methods of the

American Law Institute. Judge Thompson having been one of the original organizers of the Institute.

The President appointed as a committee on resolutions, D. L. Mourning, Rushville; Judge Guy R. Williams, Havana, and Judge Carl E. Epler, Quincy.

The President appointed George H. Wilson of Quincy, Judge Charles E. Martin of Virginia, and W. W. Wright of Jacksonville, as a committee on officers and place of holding meeting.

The Morgan County Bar gave a very inviting lunch to the visiting lawyers at Peacock Inn.

Following the luncheon, President John R. Montgomery, of Chicago, addressed those present with reference to the enforcement of the criminal law, making many valuable suggestions.

The Committee on officers and place of holding the next meeting made its report and recommended that the meeting be held at Rushville, Illinois, and recommended the following as officers for the ensuing year: President, D. L. Mourning, Rushville; Vice-President, Charles E. Martin, Virginia, Treasurer; H. P. Samuels, Jacksonville, Secretary; Jesse Heylin, Canton, Member of State Board of Governors; L. A. Jarman, Rushville, Illinois. The report and recommendation of the committee was adopted.

The Subject: "What Can The Legal Profession Do To Secure The Effective Enforcement Of The Criminal Law," was opened for discussion by State's Attorney Hugh P. Green of Jacksonville and was discussed by George H. Wilson of Quincy and Judge Floyd E. Thompson of the Supreme Court and others.

The Committee on resolutions now being ready to report submitted the following resolution:
