The amount of such annual payment of the loan in any year shall not be less than the amount of the principal of the loan payable in any subsequent year. Each authorized issue of bonds or notes shall constitute a separate loan. The bonds or notes shall bear interest at a rate not exceeding four and one half per cent per annum, payable semi-annually, and shall be signed by the treasurer of the town and countersigned by a majority of the selectmen.
