notes issued under authority of this act shall bear on their face the words, Town of Brookline Water Loan, Act of 1913; shall be payable by such annual payments, beginning not more than one year after the date of the first issue thereof, as will extinguish the loan within thirty years from the date thereof. The amount of such annual payment of the loan in any year shall not be less than the amount of the principal of the loan payable in any subsequent year. Each authorized issue of bonds or notes shall constitute a separate loan. The bonds or notes shall bear interest at a rate not exceeding four and one half per cent per annum, payable semi-annually, and shall be signed by the treasurer of the town and countersigned by a majority of the selectmen. May sell bonds The town may sell such bonds or notes at public or private sale, upon such terms and conditions as it may deem proper, but they shall not be sold for less than their par value. SECTION 1. A sum not exceeding twenty-two hundred dollars is hereby appropriated, to be paid out of the treasury of the commonwealth from the ordinary revenue, for certain expenses of the recess committee on the subject of city charters, and for certain expenses of the recess committee on the introduction of matters for legislation, which committees were authorized by the general court of the year nineteen hundred and fourteen, the same to be in addition to any amount heretofore appropriated for this purpose.
