Unexpended balances of appropriations of

1887 and previous years, transferred to the General Fund, resolution this December 27, 1888. And moved that the sum of $4,602,760.74 be deducted from the Final Estimate for the year 1889 as the amount of estimated revenues of the General Fund not otherwise specifically appropriated by law.

Which was adopted by the following vote:

Affirmative-The Mayor, Comptroller, Vice-President of the Board of Aldermen, and President of the Department of Taxes and Assessments-4.

The COMPTROLLER offered the following preamble and resolution:

Whereas, The Board of Estimate and Apportionment, in making the Final Estimate for the year 1889, at a meeting held December 27, 1888, having duly considered the rectifications of and objections to said Provisional Estimate for the year 1889, made by the Board of Aldermen, and have approved of some of said rectifications and overruled others; therefore

Resolved, That the reasons for the action of the Board of Estimate and Apportionment, as provided by said Section 189 of the Consolidation Act, in overruling the objections or suggestions made by the Board of Aldermen in respect to certain items in the said Provisional Estimate, are as follows:

THE COMMON COUNCIL.

Increase: "Salaries-Clerks and Officers "-Add one Permit Clerk, $1,200, increasing the amount of appropriation from $20,900 to $22, 100.

This item is approved.

THE FIRE DEPARTMENT.

Increase: "Fire Department Fund".

For Headquarters Pay-roll, increase from $53,570 to $57,430.

Engine and Hook and Ladder Companies Pay-roll, increase from $1,300,000 to $1,324,467.

Bureau of Combustibles Pay-roll, increase from $13,200 to $16,700.

Bureau of Inspection of Buildings Pay-roll, increase from $100,800 to $110,600.

Telegraph Force Pay-roll, increase from $26,945 to $29,820.

Repair Shops Pay-roll, increase from $61,878 to $65,

510.

For placing Fire-alarm Electrical Conductors Underground (Chapter 499, Laws 1885), increase from $50,000 to $100,000.

These items of increase are all overruled, not being deemed necessary or expedient.

For Apparatus, Supplies, etc., increase from $325,00 to $340,000.

This item is partly approved and concurred in, by the addition of $10,000, making the appropriation $335,000 in the Final Estimate.

For New Houses for Engine and Hook and Ladder
Companies, increase from $50,000 to $100,000.

This item is partly approved and concurred in, by the addition of $18,000, making the appropriation $68,000 in the Final Estimate.

For a New Floating Engine, increase from $40,000 to $75,000.

This item is partly approved and concurred in, by the addition of $25,000, making the appropriation $65,000 in the Final Estimate.

THE JUDICIARY.

Increase: For Commissioner of Jurors' Office-Perfecting Liable and Exempt Lists of Jurors, increase from $7,000 to $14,000.

This item is partly approved and concurred in, by the addition of $6,400, making the appropriation $13,400 in the Final Estimate.

The Surrogate--Law Assistants, Chief Clerk, Clerk and Deputy Clerk, etc., add two additional Clerks to act as Examiners, $2,000.

This item is overruled, not being considered expedient.

Which were adopted by the following vote: Affirmative-The Mayor, Comptroller, Vice-President of the Board of Aldermen, and President of the Department of Taxes and Assessments-4.

The question was taken on the following resolution: Resolved, That the Comptroller be authorized to refund the sum of two hundred and fifty dollars ($250) to Otto P. Hermann, proprietor of the National Theatre, upon his surrender of his license to the Mayor.

Which was adopted by the following vote:

Affirmative-The Mayor, Comptroller, Vice-President of

the Board of Aldermen, and President of the

Department of Taxes and Assessments-4.

The question was taken on the following resolution:

Resolved, That pursuant to the authority conferred upon the Board of Estimate and Apportionment by Chapter 249 of the Laws of 1885, amending Section 210 of the New York City Consolidation Act of 1882, and Chapter 307 of the Laws of 1887, the sum of $38,675.00 is hereby appropriated to and among the following charitable institutions, viz.:

Bureau of Relief, Memorial Committee, G.A.R.
