1938: Hospital Permit Bureau transferred to Health Department. 1940-42: Added positions for Child Care Services.

1944: Child-care positions transferred to Child Care Services.

1945: Three additional clerks.

1946: One additional statistical clerk, three clerks transferred from other appropriation.

1937-43: All salaries carried under Office of the Director. 1944: Salaries transferred from Office of the Director. 1945: Allowance for increase in board rates for children in foster care. 1946: Transfer of 17 positions to Public Assistance and Children's Services.

1944: Increase due primarily to overtime pay.

1945: Moved to larger quarters, requiring added personnel.

1939: Legislative ceilings were established, limiting grants to $24 per month for one person (or $30 if receiving old age assistance or aid to the blind) and $6 for each additional person; and staff reduced to keep administrative cost within 10 percent of expenditures for grants.

1940-41: Staff increased to certify cases for WPA, and to distribute surplus commodities.

1944-45: Staff reduced to numbers needed for reduced case load. Appropriation for grants reduced for same reasons.

1946: Includes 17 positions transferred from Child Care and 8 percent increase in assistance to provide a more nearly adequate grant per case.

This item provides for a per diem payment by the District of Columbia to the Federal Security Agency for the care of District patients at St. Elizabeths Hospital. There has been an increase in numbers from 3,458 in 1937, to 4,565 in 1946.

1937-43: Salaries included under Office of the Director.

1944: Salaries transferred to this appropriation, allowance for travel costs increased from $12,000 to $33,000 to permit the prompt removal of nonresident insane to their places of residence.

1946: Travel cost reduced by reducing average cost per person deported.

1941: Increase was due to increase in personnel and other increases in mainte nance, equipment, and supplies, resulting from public criticism dating from Mrs. Roosevelt's visit in January 1940.

1943: Increase due to larger personnel increase. WPA workers had been assigned since 1941 to dining room and kitchen. They were withdrawn and were replaced in 1943.

1944: This increase was due largely to general reclassification of any lowpaid positions.

1945-46: Decreases due to drafting of some positions, and positions left vacant account of lower population.

The increase in 1945 was granted in response to the appeal to Congress by the Library.
