The meeting was called to order in the Circuit Court room by President Palmer at 10:30 a. m.

The Honorable Elbert S. Smith of Springfield, Circuit Judge for the Seventh Circuit, delivered an address of welcome, which was responded to by Senator Jesse L. Deck of Decatur on behalf of the visiting attorneys.

Mr. John F. Voigt of Chicago briefly addressed the meeting on the subject of corporations illegally engaging in the practice of law.

The chief subject for discussion at the meeting was then introduced, "Why Should Not Our Courts Make Their Own Rules of Practice?" This was warmly discussed from both sides by Judge James S. Baldwin of Decatur, George B. Gillespie of Springfield and E. E. Donnelly of Bloomington.

A recess was taken and the following Committees appointed by the President. On Nominations: Jesse L. Deck, Decatur; Alonzo Hoff, Springfield; and George J. Smith of Mt. Pulaski. On Resolutions: E. E. Donnelly, Bloomington; Albert J. Harno, Urbana; and C. E. Smith, Lincoln. On Place of Next Meeting: Franklin L. Velde, Pekin; W. N. Boggess, Decatur; W. W. Whitman, Bloomington; Fred I. Edgell, Lincoln; and Howard C. Knotts, Springfield.

The meeting then adjourned to the Illini Country Club for luncheon. Immediately following luncheon the convention heard an address by Mr. George H. Wilson of Quincy, President of the Illinois State Bar Association, on the subject then pending before the convention; namely, that of the courts making their rules of practice. When President Wilson finished the general discussion was immediately resumed, Judge Smith and President Wilson taking an active part. A resolution was submitted as follows:

"Resolved, That we favor the drafting of rules of practice for Courts of Record by the Supreme Court of the State of Illinois."

Mr. Gillespie moved to table this resolution, which motion was carried. Another motion was introduced and passed, that the resolution be returned to the Illinois State Bar Association without recommendation.

The Honorable Oscar E. Carlstrom of Aledo, AttorneyGeneral of the State of Illinois, was introduced by Judge Smith, and spoke on needed legislative changes in criminal practice. This started the discussion on the second subject of the day, "Should our Criminal Procedure be Changed?" Dean Albert J. Harno of the Law School of the University of Illinois, and James Henson of Decatur took an active part in this discussion.

The Resolutions Committee introduced the following resolution:
