Powers of recited

A.D. 1809. Profeffions, Trades, and Offices; and for repealing an A& passed in the Forty fifth Year of His prefent Majefly, for repealing certain Parts of an Act made in the Forty third Year of His prefent Majefly for granting a Contribution on the Profits arifing from Property, Profeffions, Trades, and Offices, and to confolidate and render more effectual the Provifions for col lecting the faid Duties; notwithstanding any other Appropriation of the faid Duts by virtue of any Act or Acts of Parliament now in force, but fubject to the Charge created thereon by the faid recited A& paffed in the Forty-feventh Year of His prefent Majesty, the clear annual Sum of One million and forty thoufand Pounds, which annual Sum fhall be deemed an Addition made to the Confolidated Fund of Great Britain, for the Purpose of defraying the increafed Charge oc. cafioned by any A&t or Acts paffed or to be paffed in the prefent Seffion of Parliament, in respect of the faid Sums of Eleven millions fix hundred thousand Pounds, except the Charge in refpect of Six hundred thousand Pounds raifed for the Service of the Prince Regent of Portugal. Part of the faid Loan of Fourteen millions fix hundred thousand Pounds; and alfo for the Purpose of defraying the annual Charge occafioned by Seven millions nine hundred and thirty-two thousand one hundred Pounds in Exchequer Bills, funded pursuant to an Act of this Seffion of Parliament.

III. And be it further enacted, That if no other Provifion fhall have been made by Parliament for defraying the annual Charge occafioned by the faid Sum of Eleven millions fix hundred thousand Pounds, except the Charge in refpect of Six hundred thousand Pounds raised for the Service of the Prince Regent of Portugal, and also for defraying the annual Charge occafioned by Seven millions nine hundred and thirty-two thoufand one hundred Pounds in Exchequer Bills funded as aforefaid, from and after the Expiration of the faid Period of Six Months from and after the Ratification of a Definitive Treaty of Peace, the Duties of Excile granted or continued to His Majelty by the above recited Acts, or fo much and fuch Part or Parts or Proportions thereof respectively as fhall not previously have been repealed or difcontinued by any Act or Acts of Parliament, fhall thenceforth be further continued, and be payable to and for the Ufe of His Majefty, His Heirs and Succeffors; and fo much thereof as fhail amount to the Sum of One million and forty thousand Pounds shall be deemed an Addition made to the Revenue, for the Purpose of defraying the increafed Charge occafioned by the faid Sums of Eleven millions fix hundred thoufand Pounds, except the Charge in respect of fix hundred thousand Pounds raised for the Service of the Prince Regent aforefaid; and alfo for the Purpose of defraying the Charge occafioned by Seven millions nine hundred and thirty-two thousand one hundred Pounds in Exchequer Bills funded as aforefaid, until fome other Provifion fhall be made by Parliament for defraying the faid Charges; and in cafe there fhall be any Remainder of the Monics arifing by the faid Duties, after defraying the faid Charges, fuch Remainder or Surplus fhall, until the fame fhall be difcontinued or fpecially appropriated by Parliament, be applicable and may be applied to fuch Uies and Purpofes as the Monies compofing the Confolidated Fund may by Law be applied.

IV. And be it further enacted, That the feveral Clauses, Powers, Acts in relation Provifions, Directions, Fines, Pains, Penalties, and Forfeitures, in A&t or Acts of Parliament contained, in relation to the said feveral

Duties of Excife thereby respectively granted, and the Drawbacks or Bounties of Excife allowed thereon refpectively, fhall remain and continue in force, and be refpe&tively applied, practifed, and put in Execution in refpect of the faid feveral Duties, Drawbacks, and Bounties refpectively, or fuch Parts or Proportions thereof respectively, as fhall from Time to Time be continued by virtue of this A&t, in as full and ample a Manner, to all Intents and Purposes whatfoever, as if the faid Claufes, Powers, Provifions, Directions, Fines, Pains, Penalties, and Forfeitures were respectively repeated and re-enacted in this A&t.

V. And be it further enacted, That if any Perfon or Perfons fhall forge or counterfeit, or caufe or procure to be forged or counterfeited, or fhall wilfully aid or affift in the forging or counterfeiting any Certificate or Certificates, Order or Orders, made forth by virtue of Benc fit of this Act, or alter any Number, Figure, or Word therein, or prefent Clergy. for Payment, utter, vend, barter, or difpofe of any fuch forged, counterfeited, or altered Certificate or Certificates, Order or Orders, (knowing the fame to be forged, counterfeited, or altered,) then and in every fuch Cafe all and every fuch Perfon and Perfons being thereof convicted in due Form of Law, fhall be adjudged a Felon, and fhall fuffer Death as in Cafes of Felony, without Benefit of Clergy.

An Act to enable the Commiflioners of His Majefty's Treasury,
to iffue Exchequer Bills, on the Credit of fuch Aids or
Supplies as have been or fhall be granted by Parliament for
the Service of Great Britain, for the Year One thousand eight
hundred and nine.
[10th June 1809.]

Treafury may iffue Exchequer Bills, in Manner prefcribed by "48 G. 3. c. 1. chargeable on Supplies of 1S09, and payable at any "Time on Fourteen Days Notice. § 1, 2. But not to iffue Ex"chequer Bills on the Credit of 49 G. 3. c. 1. in any other Manner "than they are authorized by that A&t, &c. § 3. Intereft on fuch

"Exchequer Bills not exceeding 3d. per Centum per Diem. § 4"Such Exchequer Bills may, at the Expiration of Four Months after "Date, be taken in Payment of the Revenue. $5. Bank of England "authorized to advance 6,000,000l. on Credit of this Act. §6.

An Act for granting to His Majesty a Sum of Money to be
raised by Lotteries.

"Number of Tickets 60,000. §1. Amount of Prizes at a Rate not
"exceeding 10l. per Ticket. § 4.

XI. And be it enacted, That the faid Managers and Directors Lift of the fhall on each Day of Drawing, as foon as conveniently may be after Tickets of each the faid Drawing is over, caufe to be printed and publifhed complete Day's Drawing numerical Lifts of all the Tickets, as well Fortunate as Blank, which to be printed. fhall be drawn on each Day; and if any Contention or Difpute fhall Difputes to he arife in the adjufting the Property of the faid Fortunate Tickets, it adjfed by the Managers. fhall be wholly in the Judgment of the major Part of the faid Managers and Directors to determine to whom it doth or ought to belong: And

if any Perfon or Perfons fhall forge or counterfeit, or caufe or precure to be forged or counterfeited, or willingly act or affift in the forging or counterfeiting, any Ticket or Tickets, Certificate or Certificates, Order or Orders, made forth by virtue of this prefent A&t, or alter any Number, Figure, Word, or Letter therein, or knowingly utter, vend, barter, or difpofe of, any fuch falfe, altered, forged, or coun terfeited Ticket or Tickets, Certificate or Certificates, Order or Orders, or fhall bring any fuch forged or counterfeited Ticket, Certificate, or Order, or any fuch Ticket, Certificate, or Order, the Number whereof, or any Figure, Word, or Letter therein, shall have been altered, (knowing the fame to be forged, counterfeited, or altered.) to the faid Managers and Directors, or any of them, or to the Cashier or Cafhiers, or Accountant General of the Bank of England for the Time being, or to any other Perfon or Perfons whatfoever, with a fraudulent Intention; or fhall willingly aid, abet, affitt, hire, or command, any Perfon or Persons to commit any fuch Offence or Offences as aforefaid, then, and in every such Cafe, all and every fuch Perfon or Perfons being thereof convicted in due Form of Law, fhall be adjudged a Felon, and shall fuffer Death as in Cafes of Felony without Benefit of Clergy: And the faid Managers and Directors, or any Two or more of them, are hereby authorized, required, and empowered, to caufe any Perfon or Perfons bringing or uttering fuch forged or counterfeited Ticket or Tickets, Certificate or Certificates, Order or Orders, as aforefaid, or aiding, abetting, affifting, hiring, or commanding, any Perfon or Perfons therein, to be appre hended, and to commit him, her, or them, to His Majesty's Gaol of Newgate, or to the Common Gaol of the County or Place where fuch Perton or Perfons fhall be fo apprehended, to be proceeded againft for the faid Felony according to Law.

"Perfons licensed to fhare Tickets fhall depofit 150 Tickets, or more, as the Commiffioners fhall direct. § 22. 28.

XXIX. And be it further enacted, That all and every Perfon and Perions who fhall divide Tickets into Shares, or iffue Chances without the Authority of fuch Licence as aforefaid, or in any other Houte or Place befides that named in the Licence, or in any other Manner contrary to fuch Licence, or to the Intent and Meaning of this Act, fhall forfeit, for every fuch Offence, the Sum of One hundred Pounds.

XXXII. And be it further enacted, That no fuch Office for Lottery Tickets licensed as aforefaid, fhall be open for the Transaction of any Bufinefs under fuch Licence before the Hour of Eight of the Clock in the Morning, nor after the Hour of Eight of the Clock in the Evening, except on the Evening preceding the Drawing of any Lottery; and if any fuch Office or Place fhall be wilfully kept open in point of Time contrary to this Act, the Perfon or Perfons licenfed to keep fuch Office fhall, for every fuch Offence, forfeit Firty Pounds.

XL. And Whereas it is expedient for the more effectual Pre ⚫vention of Iniurances and other illegal Practices in Lotteries, that each Lottery fhould be drawn in One Day ;' Be it therefore further enacted, That it fhall be lawful for the Lord High Treaturer, or any Three or more of the Commiffioners of His Majefty's Treasury for the Time being, to order and direct that each or any of the faid

Lotteries fhall be drawn in One Day, and to make fuch Regulations as to the preparing of any Books, and the Mode of numbering and marking of any Tickets, and alfo as to the Number of Tickets in any fuch Lottery, and the Forms and Numbers of Chances of Tickets in any fuch Lottery, and as to the Proportion of fuch Tickets to be drawn for the Purpose of afcertaining the Fortunate Tickets, and the Mode of drawing the fame, and as to all other Matters and Things necessary for drawing each or any of fuch Lottery in One Day, as fhall appear to them to be expedient and proper for carrying into execution the Purposes aforefaid, and all fuch Rules, Regulations, Matters, and Things fo made, and which fhall be published in the Gazette Two Months at least before the drawing of any fuch Lottery, fhall be as good, valid, and effectual, as if the fame were enacted in this Act.

XLI. And be it further enacted, That if any Perfon or Perfons Counterfeiting fhall forge or counterfeit, or caufe or procure to be forged or coun. Shares, &c. terfeited, or fhall willingly act or affiit in the forging or counterfeiting, Felony without Clergy. any Share or Shares, Chance or Chances, or any Agreement or Agree ments, for any Share or Shares, Chance or Chances refpectively, of any Ticket or Tickets in any Lottery to be drawn in pursuance of this Act; or alter any Number, Figure, Word, Letter, or Stamp, therein or thereon; or fhall knowingly utter, vend, barter, or difpofe of any fuch forged, counterfeited, or altered Share or Shares, Chance or Chances, or Agreement or Agreements for any Share or Shares, Chance or Chances of any Ticket or Tickets, with Intent to defraud any Perfon or Perfons, then, and in every fuch Cafe, all and every Perfon and Perfons fo offending, and being thereof duly convicted, fhall be adjudged guilty of Felony, and fuffer as a Felon.

"Laft Lottery under 48 G. 3. c. 139. may be drawn in One Day "under Direction of the Treasury. §61.

HEREAS by an A& paffed in the Forty-fixth Year of

His prefent Majefty, intituled, An Ad for making more 46 G. 3. c.141.

effectual Provifion for the more speedy and regular Examination and Audit

of the Publick Accounts of this Kingdom, His Majefty was empowered § 2.

to nominate and appoint fuch Number of Perfons (including therein the Perfons who fhould at that Time hold the Situation of Commiffioners for auditing the Publick Accounts) as should make the • Number of such Comm ffioners amount to Ten in the whole, who 'fhould thenceforth be the Commiffioners for auditing the Publick Accounts of this Kingdom; and the Commiffioners of the Treasury § 5. " were empowered to fubdivide the General Board of the faid Ten • Commiffioners into fuch and fo many Boards as to them fhould feem 'expedient; and it was enacted, that any Thing directed to be done §7. by the Commiffioners for auditing the Pubuck Accounts, or by any of the Boards into which the faid Commiffioners might be divided, may be done by the Majority of the faid Commiffioners, or
