Enrolment, exclufive of Neceffaries; and it fhall and may be lawful for fuch Heritors to affefs Sums equal to all fuch Bounties upon the Heritors within fuch Parish, in proportion to the valued Rent of every fuch Heritor within the Parish; and One Half of every Sum so affeffed fhall be paid by the Tenant or Tenants of the Land upon which the fame fhall be affeffed.

"Bounty to Perfons enrolling in Local Militia fhall be deducted "from the Bounty, on enlifting into the Line within Twelve Months: “ and Half if within Two Years. § 12.

XIII. And be it further enacted, That fo much of the faid recited Act of the laft Sffion of Parliament as enacts or requires that any Sums of Money advanced or paid for the Bounties of Two Guineas allowed by the faid recited Act, to Perfons voluntarily enrolling them felves in the Local Militia, or transferring themselves from Volunteer Corps into the Local Militia, fhall be aff ffed upon any Parishes in any County or Stewarty, shall be and the fame is hereby repealed. "No Bounties to Members of Volunteer Corps, unless ferving before "this A&t. § 14. Volunteers transferred into Local Militia fhall not "be liable to ferve in Regular Militia. 15. Officers commanding "Volunteers transferred into Local Militia shall retain their Com"mands. § 16. Lieutenant-Colonels-Commandant fhall command "Lieutenant-Colonels. § 17. Rank of Yeomanry Officers, and "Officers of Local Militia. § 18, 19. Vice-Lieutenants may grant "Commiffions. § 20. No Stamp Duty on Commiffions in Local "Militia. $21. Bills for Pay and Allowance to, and for remitting "Money on account of, Local Militia, &c. may be drawn on unftamped "Paper. § 22. Where Towns in the County, &c. do not afford Ac"commodation for quartering Local Militia, they may be marched "into an acjoining County. § 23. WHE

HEREAS by an A&t paffed in the Forty-feventh Year of His Majefty's Reiga, intituled, An Act for permitting, until the Twenty-fifth Day of March One thoufand eight hundred and nine, • and from thence to the End of the then next Seffion of Parliament, the Importation of certain enumerated Articles into the British Colonies on the Continent of North America from the United States of America, and the Exportation of other enumerated Articles from the fame Colonies to the faid States, it was enacted, that it should be lawful in any British Ship owned and navigated according to Law, or any Ship belonging to any of the Subjects of the United States of America, to import from the faid States into fuch Ports as fhould be fpecially appointed for that Purpose by His Majefty, within the Province of Nova Scotia or New Brunswick, certain Articles enumerated in the faid Act; and that it should be lawful in any fuch Ship to export from the faid Port fo to be appointed to the faid United States, certain Articles in the faid A&t alfo enumerated, fubje&t to certain Provifions and Regulations therein contained and provided: And Whereas it is expedient to authorize the Importation to and Exportation from the • Provinces of Nova Scotia and New Brunswick of any Articles in any Ships or Veffels, under certain Limitations and Restrictions;' Be it enacted by the King's mott Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons. in this prefent Parliament affembled, and by the Authority of the fame, That, from and after the paffing of this Act it fhall be lawful, in any Ship or Veffel in any Manner owned or navigated, to import into and export from any Port or Ports within the Province of Nova Scotia or New Brunswick, which shall be specially appointed for that Purpose by His Majelty by Order in Council, any Goods or Commodities which His Majefty by Order in Council fhall fpecially authorize and allow to be fo imported and exported refpectively, any Law to the contrary notwithtanding.

II. And be it further enacted, That it fhall be lawful for His Majefty, by and with the Advice of His Privy Council, to make fuch Rules and Regulations for the Importation and Exportation of Goods and Commodities as aforefaid, with fuch Penalties and Forfeitures for the Breach thereof as fhall feera fit and neceffary to His Majefty by and with the Advice aforefaid.

An Act to amend fo much of an Act made in the Thirtyfeventh Year of His prefent Majesty, for granting to His Majefty certain Stamp Duties, as relates to the Limitation according to which the Difcount on Newfpapers is regulated. [20th May 1809.]

THEREAS by an A&t made in the Thirty-feventh Year of the Reign of His prefent Maj-fty, intituled, An Að for 'granting to His Majefly certain Stamp Duties on the feveral Matters therein mentioned. and for better fecuring the Duties on Certificates to be taken out by Solicitors, Attornies, and others practifing in certain • Courts of Juftice in Great Britain, it was amongit other Things • en.ct.d, that certain Allowances by way of Ditcount fhould be paid

⚫ for every Newspaper which should be fold at a Price not exceeding Sixpence, and alfo to Proprietors and Printers of Newspapers under certain Circumitances, who fhould not advance the Price of their Newspapers above the then ufual Price at which fuch Newspapers " were fold, more than the Amount of the Duty by that Act impofed • thereon: And Whereas fince the paffing of the faid recited A&, the Price of Paper and Expences of Printing are very much increased, and it is therefore reasonable that the Price at which the Allowances mentioned in the faid recited A&t fhall be granted, fhould be further extended;' Be it therefore enacted by the King's moft Excellent Majetty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament affembled and by the Authority of the fame, That it fhall be Difcount fhall be lawful for the Commiffioners of Stamp Duties, and they are hereby allowed under required to make the Allowances by way of Difcount in the faid recited Act notwithstanding recited Act, dire &d to be made to the Proprietors and Printers of the Price of a Newspapers, or Papers containing Publick News, Intelligence, or Oc- Newfpaper be currences, notwithstanding fuch Propri:tors and Printers fhall have raifedd. advanced or fhall advance the Price of their Papers; provided the fame fhall not have been or shall not be advanced more than One Halfpenny above the Price at which they were entitled to the Allowances of fuch Difcount as aforefaid, under the said recited Act.

II. And Whereas various Charges are fet forth in the Publick • Accounts of Ireland, of Balances due by Perfons entrusted with the Receipt, Cuftody, or Collection of His Majetty's Revenues there, and feveral Sems appear in the faid Accounts to be in Arrear;' Be it further enacted, That the Commiffioners appointed under the faid recited Acts fhall and they are hereby empowered and required to proceed as foon as may be to inveftigate and examine into all Balances and Arrears due unto His Majefty, for or on account of any Sum or Sums received for his Ufe, and into all Arrears of any Revenue. Tax, Charge, or Impofition, remaining or alledged to remain due or unpaid, Publick and to fettle and afcertain the fame, and to ftate feparately fuch Parts Accountants. of fuch Balances and Arrears, as fhall appear to them infolvent, and for the Recovery of which they thall not think it advifeable that legal Procefs fhould be inftituted or continue'', with their Reafon for fo thinking, fet forth in each Cafe, and in like Manner to state separately all the other Parts of fuch Balances and Arrears which they fhall not deem infolvent, with their Opinions as to the Means which ought to be purfued, and against whom and in what Manner for the Recovery of each; and allo fuch general Rules or Regulations as they

An Act for completing the Militia of Great Britain.

[27th May 1809.] THEREAS by an A&t paffed in this Seffion of Parliament, intituled, An Act to allow a certain Proportion of the Militia ' of Great Britain to enlift voluntarily into the Regular Forces, a certain Proportion of the Militia ferving in Great Britain is allowed to enlist into His Majefty's Regular Forces, under certain Provisions and Reftrictions: And Whereas it is neceffary that fech Increase of the Regular Forces fhould not diminish the Militia, but that the Militia 'fhould be forthwith completed, and it is expedient for that Purpose that Men fhould be allowed to be raised for the Militia, by Beat of Drum, for a limited Time, and that at the Expiration of that Time the Remainder of the Men to be raised and enrolled under this A& 'fhould be raised by Ballot :' May it therefore please Your Majefty that it may be enacted; and be it enacted by the King's moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament affembled, and by the Authority of the fame, That on or before the First Day of Odober One thoufand eight hundred and ten, there fhall be raifed and levied in Great Britain, in the feveral Counties of England and Scotland refpectively, a Number of Private Militia Men, equal to One Half of the original Quotas of Private Men specified in Two A&s of Parliament, paffed in the Forty-fecond Year of the Reign of His prefent Majefty, relating to the Militias of England and Scotland refpectively; and in another Act paffed in the Thirty-leventh Year of the Reign of His prefent Majefty, intituled, An Att for the better raifing and ordering the Militia Forces of the Tower Hamlets, in the County of Middlefex, relating to the Militia of the Tower Hamlets.

11. And be it further enacted, That from and after the paffing of this Act, and until the First Day of June One thoufand eight hundred and ten, it shall be lawful for His Majefty's Lieutenants and Deputy Lieutenants, and the Colonele and Commanding Officers of the

Regiments of Regular and Local Militia of Great Britain, and the Commiffioned Officers and Non-commiffioned Officers of the Regi ments of Regular and Local Militia, duly authorized by their refpe et ve Commanding Officers for the Time being, by Beat of Drum, or otherwife, in their refpe&tive Counties, or adjoining Counties, to raise Volunteers for the Regiments of Regular Militia of the Counties to which they refpectively belong, for the completing the Number of Men required to be raised and enrolled under this Act, any Thing in any Act or Acts of Parliament to the contrary notwithstanding; and every Volunteer so raised as aforefaid, shall take the Oath required to be taken by Substitutes in the Militia, which Oath fhall and may be administered by any Perfon respectively authorized to adminifter Oaths to Perfons enrolled in the Militia, or by any Juftice of the Peace, or Deputy-Lieutenant for the County in which fuch Volunteers fhall have been raised, or in which the Regiment for which he shall have been raised, shall be at the Time of his joining fuch Regiment.

III. Provided always, and be it further enacted. That no fuch Volunteer fhall have more than One Child born in Wedlock; and all the Provifions, Restrictions, Regulations, Penalties and Claufes con tained in any Act relating to the Militia as to Subftitutes in relation to their Families, and alfo as to the Families of Substitutes in the Militia, and as to the making Provision for fuch Families, and as to any falle Representation or Declaration made in refpe & thereof, shall extend and be applied as to fuch Volunteers as fully and effectually as if the fame were repeated and re-enacted in and made Part of this A&t.

IV. And be it further enacted, That the Colonels or Commanding Officers for the Time being, of the feveral Regiments of Militia for which any Men fhall be fo raised as aforefaid, fhall, at the Expiration of every Month from the Commencement of enlifting fuch Volunteers Monthly Ceras aforefaid, tranfmit to the Clerks of General M etings of their tificates, &c. refpe&tive Counties, and where the Men of more Counties than One of Men raifed. are united to form any Regiment of Militia, then Duplicates to each (Schedule A.) of fuch Counties, Certificates of the Number of Men raised for their refp &tive Regiments, according to the Form in the Schedule to this A&t annexed, marked (A.) and a like Certificate within Seven Days after the faid First Day of June One thousand eight hundred and ten, of the Men raised fince the laft Certificate and the said First Day of June. V. And be it further enacted, That a Sum not exceeding Twelve Bounty not Guineas fhall be allowed and paid in refpe& of every Man who fhall be exceeding 18 provided or raised as a Volunteer by Beat of Drum or otherwife, under Guineas to the Provifions of this Act as aforefaid, and fuch Part of fuch Sum fuch Regulations fhall be applied towards the Expences of procuring the Volunteers, as His Majetty and the remaining Part as a Bounty to the Volunteers, and fuch fhall direct. Bounty fhall be paid or applied to the Ufe of every fuch Man at fuch Times and Places, and in fuch Proportions as to any Advance of any Part thereof, and in fuch Manner, and under and subject to fuch Regulations and Restrictions as His Majefty fhall by any Order of His principal Secretary of State, by any Regulations from Time to Time made in that Behalf, be pleafed to order and direct; and it fhall be lawful for the Lords Commiffioners of His Majefty's Treafury, or any Three or more of them, to order any ReceiverGeneral in England, or Collector of the Cefs in Scotland, to advance and pay any Sum or Sume of Money for or in reípect of any fuch Bounties
